The Maternity and Newborn Safety Investigation programme is part of a national strategy to improve maternity care across the NHS in England. The Maternity and Newborn Safety Investigation (MNSI) programme, formerly the Healthcare Safety Investigation Branch (HSIB) maternity programme, moved to be hosted by the CQC on the 1 October 2023. The maternity programme commenced under HSIB in April 2018, following the request from the then Secretary of State for Health and Social Care. The programme is part of the overall national maternity ambition to improve maternity safety and reduce harm by 50% by 2025. The programme was fully rolled out across England by April 2019. In 2022, a commitment was made to continue the programme for a further 5 years. Job description MNSI is seeking two experienced clinicians, at senior consultant level or equivalent, to support and deputise as required for the MNSI Clinical Director. As one of two deputy clinical directors, the postholders will also act as clinical advisors for MNSI and provide expert clinical advice related to their clinical specialty to inform MNSI investigations. They will work as part of the programme leadership team within MNSI and support the wider MNSI team in all aspects of their involvement with trusts and families. This is a unique and exciting opportunity for an established practitioner, with wide experience and a deep understanding of the operation of the NHS healthcare system as a whole. The successful applicants will be experienced, knowledgeable and empathetic, being able to relate to staff at all levels as well as women, birthing people and their families. They will have evidence of patient safety, human factors, safety science and quality improvement experience, with knowledge and experience of the MNSI programme. It is essential that each deputy clinical director maintains their registration with their professional regulator and holds a senior consultant level or equivalent clinical position, on aggregate two clinical days per week, within an NHS perinatal service concurrently with this post. One of the two deputy clinical directors will co-lead the collaboration pillar of work (coding, thematic analysis and external facing learning); the other will co-lead the learning pillar of work (education and development of the MNSI team, including development of the MNSI investigation process). Person specification Operational Work as part of MNSIs clinical advisory team providing clinical advice to support maternity investigators and team leaders undertaking maternity investigations. Work collaboratively with the whole MNSI team to support the requirements of the programme across England. Provide clinical leadership to support the continued development of MNSIs thematic analysis, investigation and education work, within a defined portfolio of work aligned to the MNSI pillar structure. Recruit and supervise MNSI clinical fellows. Report to the Clinical Director. Provide support to the Clinical Director, supervise the work of the clinical advisors and provide clinical advice and quality assurance to the MNSI investigation teams and the wider programme. The deputy clinical directors will be an important component of the MNSI programme leadership team. Deputise for the Clinical Director when required, particularly in support of ongoing investigations and communication with external stakeholders. Work alongside the MNSI Clinical Director and MNSI Director to align MNSIs work with national maternity priorities and act as an ambassador for MNSI at both national and international meetings. Support and promote MNSIs development of engagement with ICBs and clinical networks in conjunction with the programme leadership team. Further develop, establish and maintain a core group of external subject matter advisors to support the provision of clinical advice to MNSI investigations, this would include responsibility for their induction and training. Further develop the quality assurance element of the MNSI programme, ensuring that the clinical advice given by the clinical advisory team during the course of an investigation, is wherever possible evidenced based and supported by national guidance. Advise and work with the MNSI team on the development of the MNSI vision, strategy, structure and processes, and the delivery of the associated business plan for MNSI investigations. Support the MNSI Clinical Director and MNSI Director in managing the resources of MNSI, ensuring that this is carried out in accordance with MNSI and wider CQC policies. Hold a concurrent senior consultant level or equivalent clinical position in an NHS perinatal service. Research and development responsibilities Contribute to MNSIs research and development strategy to identify, advance and promote best practice in relation to healthcare investigation. Maintain links with, and draw on expertise and experience from, other industries and academia, ensuring that MNSI benefits from new developments and initiatives. Help co-ordinate research and development initiatives to drive improvements in patient safety investigation. Deliver projects to comply with MNSI key performance indicators. Staff and HR responsibilities Manage positive working relationships, to support an effective approach to achieve MNSIs objectives. Provide line management support for the clinical advisory team, directly supervising the specialty lead clinical advisors, and supporting the line management of other members of the clinical team as needed. Contribute to the clinical advisory teams ongoing continuous professional development. Deputise for the Clinical Director in providing leadership and strategic direction to MNSI to recruit, motivate and support staff, ensuring that the right knowledge and skills are in place and used effectively to build and sustain a high performing team. Develop an open and collaborative style of working that fosters creativity and innovation. Invest in all members of the team, coaching and stretching people so that they develop and reach their potential, and proactively tackle any performance issues.
