Job Description:
We are seeking candidates for our Assistant Chief Program Officer position.
SUMMARY: The Assistant Chief Program Officer reports to the Chief Program Officer. This individual works in partnership with Early Childhood Education program leadership and other program directors to align programs with the agency mission of self-sufficiency. The Assistant CPO implements strategies that integrate Community Progress Council’s service delivery and advances practices that reflect a client-centered, relationship-based care model. The Assistant CPO ensures the provision of high-quality services that comply with all funder requirements and implements policy approved by the Policy Council and Board of Directors. This executive has responsibility for developing the management and leadership skills of ECE program staff and developing services to meet needs in the community.

Requirements:
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Management and Administration:
* Oversee the planning, development, implementation, and evaluation of ECE services.
* Provide direction and leadership to Early Head Start, Head Start, PreK and wraparound childcare services.
* Interpret all governmental statutes, regulations, transmittal notices and memorandums pertaining to ECE programs. Develop policies and operating procedures based on the guidance.
* Ensure program operations comply with contractual requirements, laws, regulations and policies and ensures all reporting requirements are fulfilled.
* Participate in agency planning activities.
* Maximize integrated service delivery.
* Facilitate the implementation of the community needs assessment process in collaboration with the Director of Outcomes and Assessment and the Chief Program Officer, and develops goals based on the resulting information.
* Collaborate with ECE program leadership to prepare grant applications and operating plans that align with CPC’s strategic plan. Delegate tasks to staff to carry out plans and fulfill program performance standards. Communicate the contents of the approved operating plans to policy council, parents, staff, board of directors and the community.
* Align operational policies between individual ECE programs and with CPC.
* Provide reports on program trends, outcomes, mission impact, and potential areas for advocacy to CPC administration, policy council and/or the CPC board of directors.
* Develop, implement, and maintain an ongoing system for monitoring and controlling fiscal and programmatic activities.
Fiscal:
* Coordinate with program, fiscal staff, and ECE managers to develop realistic annual budgets, ensuring that financial decisions are made throughout the year that are consistent with the budget as approved.
* Monitor spending to ensure efficient and effective use of all resources.
* Responsible for obtaining and reporting in-kind.
Personnel:
* Recruit, hire, develop, train, supervise and evaluate program staff and their work. Review and make recommendations on personnel action such as employment, retention, promotion and termination in conjunction with the CPO and HR.
* Develop a staffing structure that supports the efficient delivery of programs and services, and accomplishes the goals identified in the agency strategic plan through effective management.
* Ensure that ECE staff is adequately trained to provide high quality service and perform their job responsibilities.
* Partner with HR to ensure that ECE managers are adhering with HR policies, laws and regulations and provide technical assistance to ECE leadership to improve personnel management.
* Partner with HR to identify and address the unique training needs of ECE staff and seek opportunities to collaborate with the larger organization to address shared needs.
Community Relations and Advocacy:
* Promote and advocate CPC’s mission and values.
* Build positive relationships with partner organizations, policymakers, media, and others.
* Represent the organization by participating in key associations and organizations, serving on committees and advisory groups, and speaking in public settings.
* Collaborate with program staff and other CPC directors to implement a community needs assessment and utilize data to develop or enhance services and partnerships.
* Ensure appropriate representation of CPC by all employees.
Fund Development:
* Lead and assist staff in researching, identifying and obtaining funding through grants, foundations and private sources to support the agency’s strategic plan and program goals.
* Analyze and implement financially sustainable business opportunities that align with the needs of the low-income community, CPC’s mission, and strategic goals.
* Ensure that all ECE fundraising efforts are coordinated with CPC administration.

EDUCATION and EXPERIENCE: Master’s degree in early childhood education, Child Development or related field with a minimum of 5 years of management experience. Individuals with a bachelor’s degree and a minimum of 7 years of early childhood related management experience may be considered. Demonstrated experience with strategic planning, staff development, compliance, program development, outcomes reporting, and project management is an asset. OTHER REQUIREMENTS: Ability to be reached by telephone in a timely manner. Reliable transportation for regular and timely attendance as an essential job requirement.
