Summary of Functions
The Infrastructure Development Coordinator plays a critical role in overseeing the planning, prioritization, implementation, and maintenance of infrastructure projects. This role ensures that all aspects of infrastructure planning and development are consistent in meeting the goals and objectives established and approved by the Tribal Business Council. This position works closely with the Public Works Director to facilitate smooth execution of infrastructure planning activities and initiatives that allow for the long-term sustainable growth of the Tribe.
Essential Duties and Responsibilities
* Planning and Design Support: Assist in planning/design, provide logistics/operational support, specification review, project feasibility, cost estimates/cost review/potential risk mitigation.
* Post-Development Review and Maintenance Planning: Coordinate post-construction evaluations/reviews, data collection, support planning/planning of maintenance activities.
* Regulatory Compliance: Assist in the planning and implementation of grant management policies and procedures to ensure high-level compliance for all infrastructure projects with relevant local, state, and federal regulations, including building codes, zoning laws, and environmental requirements; obtain necessary regulatory permits/approvals/inspections; maintain proper documentation.
* Coordinate between various departments, contractors, engineers, and other stakeholders to ensure planning and project goals are met.
* Ensure the preparation, monitoring, and updating of departmental documents such as policies and infrastructure strategic planning.
* Oversee the preparation of Environmental reviews for all infrastructure-related projects.
* Develop and implement annual and long-range goals and objectives for the department and staff.
* Review federal, state, and local statutes and regulations, analyzing potential effects on planning activities and recommend action.
* Assist in the oversight of the allocation of resources, including labor, equipment, and materials, ensuring projects stay within budget.
* Assist with procurement and contract management of transportation and utilities consultant contracts, including obtaining quotes, managing subcontracts, and invoicing.
* Ensure that all infrastructure projects comply with relevant local, state, and federal regulations, including building codes, zoning laws, and environmental requirements.
* Liaise with regulatory bodies and local authorities to obtain necessary permits and approvals for infrastructure projects.
* Maintain documentation related to permits, inspections, and approvals.
* Serve as the point of contact for infrastructure-related planning activities and coordination with government agencies, local communities, contractors, and team members.
* Provide regular project updates, progress reports, and presentations to senior management and external partners.
* Assist in resolving issues that arise during the planning phase, coordinating with other departments or external entities as needed.
* Proactively assess project workflows to identify improvements or adjustments for better efficiency.
* Support the planning and development of policies related to the infrastructure program's successful implementation and maintenance.
* Assist in the development of written policies and procedures that guide the tribal planning process.
* Assist the Planning Manager and Executive Director when requested in the preparation, monitoring, and update of tribal planning documents and projects.
* Assist Grant Manager in grant procurement/documentation.
* Development of apprenticeship program and policy development.
* Other duties as assigned.

Education
* Minimum 2-year AA Degree required.
* A Bachelor’s degree in Urban Planning and Development, Construction Management, Professional Writing, Data and Market Analysis, or a related field strongly preferred.
Experience
* At least 3-5 years of experience in infrastructure development, construction project coordination, or other related field.
Skills
* Planning: Ability to develop planning documents, define program goals, deliverables, and project prioritization.
* Budget Management: Proficiency in managing project budgets, tracking expenses, and ensuring projects stay within financial constraints.
* Time Management: Efficient in prioritizing tasks, allocating resources, and managing timelines to meet deadlines.
* Construction Knowledge: Understanding of construction processes, materials, methods, and best practices.
* Data Analysis: Ability to analyze project data, identify trends, and use the information to make informed decisions.
* Team Collaboration: Ability to work with cross-functional teams, including engineers, architects, contractors, and local authorities.
* Permit and Licensing Knowledge: Familiarity with the permit application and approval processes required for construction and infrastructure projects.
* Verbal and Written communication skills.

* Valid WA Driver License.

* This position requires significant travel to local job sites. Additional travel may be required to attend out-of-area training.
