The post holder will be responsible for the operational management of all aspects of relevant specialties across all sites in which they operate including the delivery of performance against financial and activity targets; supporting the development and delivery of service strategy; organisational development and the management of risk.
The post holder will work in partnership with the Group Director of Operations in providing high level of leadership and organisational ability to ensure that all operational processes are developed and implemented to support the Speciality Group. This will require the post holder to ensure the full engagement of all staff in the relevant specialities.
Key Responsibilities:
1. Lead and deliver Trust wide service improvement projects within required timescale.
2. Lead and manage relevant specialities, ensuring clear communication and robust implementation of policy, business objectives and agreed targets.
3. Ensure sound operational management of all areas with robust, reviewable systems, working with operational nursing and clinical colleagues as required.
4. Manage the operational performance of relevant specialties to achieve delivery of national and local targets, the development and delivery of improvement plan.
5. Deliver against agreed financial and activity profiles for relevant specialities, identify risks and implement and review risk reduction strategies.
6. Implement and review systems and processes so that Speciality budgets are effectively managed and financial balance is achieved, within Trust budgetary rules, Standing Orders and Standing Financial Instructions.
7. Ensure adherence to HR and governance strategies and policies within relevant specialities in order to achieve compliancy with Trust policies and procedures, best practice, relevant legislation and regulatory provisions.
8. Lead the timely investigation and resolution of complaints, clinical adverse events and untoward incidents, involving staff and/or patients, within relevant specialities and implement strategies to reduce risk of reoccurrence and promote quality.
9. Manage staff across a range of departments, including regular review of establishments and skill mix in collaboration with the wider team to ensure organisational efficiency and clinical excellence.
10. Implement and review arrangements within the Speciality to effectively deal with emergencies, in line with Trust policy, including elective and emergency admissions, major emergencies and mechanical failures.
11. Ensure the development and delivery of robust capacity plans and delivery (production) plans utilising Demand and Capacity Modelling.
12. Support the Group Management Team in the delivery of key performance and QIPP targets, including local transformation through service redesign and improvement.
13. To report on the progress of project targets as required so that the position of projects within the Trust is mapped against the Trust’s annual plan and can be reported as appropriate.
14. Lead the speciality in delivery of productivity and efficiency targets, supporting the implementation of GIRFT action plans and leading workstreams as part of the wider productivity programme to improve and transform allocated specialties.
