Lancashire and South Cumbria ICB is looking to appoint an outstanding Chief People Officer to work with our Board and the provider Trusts across our region to transform health and care services for people living and working here.
We oversee the health and care services for an extremely diverse population of million people living across a complex and challenging geography. Although our ICB is young, it is an exciting time to join us as we have great ambitions, and a clear plan to improve the lives of people in Lancashire and South Cumbria.
Our vision is to develop a community-centric health and care system, delivering good outcomes with narrowing inequalities, and we are looking for a Chief People Officer, whom, as a key Board member, will work with the wider leadership team to ensure that our ambitions are met, providing professional insight, expertise and system leadership, and keeping the interests of our local population at the heart of every decision.
Main duties of the job
As Chief People Officer, you will be pivotal in helping us to navigate the challenges of system recovery and transformation, requiring a refocus on workforce optimisation and efficiency, and alignment with new service delivery models, the embedding of our regional shared services arrangements, ONE LSC (hosted by East Lancashire Hospitals NHS Trust) and driving the shift in the ICB's internal culture.

The incoming Chief People Officer will be a highly credible, enthusiastic, experienced, compassionate and an inclusive leader with significant experience in people leadership and development, bringing naturally collaborative and partnership working instincts, and the ability to provide strategic leadership across the breadth of the Lancashire and South Cumbria System. Qualifications
Essential
1. FCIPD qualification or other relevant professional body or proven equivalent experience
2. Educated to Masters/Doctorate level or equivalent in behaviour change, psychology, or another related field
3. The post holder must meet the requirements of the Fit and Proper Persons Test for Directors
Experience
Essential
4. Personal commitment to the values of the NHS Long Term Plan, the NHS People Plan, Nolan Principle and the Fit and Proper Persons regime
5. Substantial senior healthcare leadership experience with proven track record of results
6. Significant experience in leading complex, challenging and/or politically sensitive areas of work
7. Experience of communicating complex matters to the public and taking effective Q&A in public forums
8. Proven experience of successful coaching and senior advisor role to executive teams
Desirable
9. Significant experience leading workforce transformation including health and wellbeing, culture change and senior leadership development
10. Working closely with team members and external parties to review patient care and make recommendations for improved service delivery

11. A broad and varied board level experience, managing budgets and maintaining financial balance within a highly complex, multi-organisational environment and in the face of increasing demand
12. Enhanced IT skills to produce robust, articulate, high quality written materials that influence others to act via MS Word, Excel and Powerpoint
13. Ability to analyse both strategic and operational issues and provide positive and innovative solutions and progress these
14. Ability to translate complex concepts and themes and interpret for different audiences adapting style of delivery to suit leadership abilities to deliver outcomes against sometimes significant barriers or resistance
