Job Purpose
This role will support the Governance function to ensure effective operation of the National Wealth Fund's board and committees as well as the executive committees. Assist in interpreting, implementing and advising on the National Wealth Fund's governance framework as it applies to senior internal and external stakeholders, and provide administrative and secretariat support to ensure efficient delivery of the governance function.
Core Accountabilities:
1. Work as an integral member of the governance team, sharing workload and responsibility with them for the accountabilities set out below.
2. Support Committee Chairs and other senior and internal stakeholders in the proactive planning of Board and Committee meetings including the timely provision of agendas, compiling and distributing associated document packs, drafting minutes, maintaining forward looks and action logs to ensure effective use of meeting time and an accurate record of discussions.
3. Maintain and communicate changes to Board and Committee member information and the Board and Committees calendar, ensuring timely communication of changes to relevant stakeholders and compliance with the governance framework is achieved.
4. Provide secretariat services to support to Board, its committees and provide oversight of internal governance arrangements.
5. Provide an entrenched cosec service to the National Wealth Fund's investment committees, credit commit and valuation committee including helping to design, implement and run the service and continuously improve. Work closely with Head of Banking and Local Authority Lending and Advisory in this role.
6. Coordinate the reporting cycle from commissioning and collating papers, to circulating papers whilst continuing to develop and own a fit for purpose records management system, ensuring that all governance records adhere to standards in relation to information and knowledge management.
7. Being a 'master user' of National Wealth Fund's Board Portal software which includes administering users, uploading papers and other governance documents, updating and general housekeeping of Board reference documents to ensure compliance of statutory requirements and the governance framework.
8. Supporting on ad hoc governance matters and projects including helping to maintain the actions and decisions log to support the efficient running of the function.
9. Update Committee Forward Looks and ensuring the timing of the business of Committees aligns with the timing of business considered by the Board.
10. Support the Co-Sec function on continuous improvement of Boards systems and effectiveness, including to develop and implement processes and systems and providing support on ad hoc governance project work.
11. Ensure National Wealth Fund's governing documents, including terms of reference, remain up-to-date and adequate for stakeholders (internal and external stakeholders e.g., HMT and UKGI), to ensure the National Wealth Fund's compliance and ensure timely action to address any shortfalls and respond to any changes to the governance framework.
12. Contribute to the development and maintenance of the Governance Framework for National Wealth Fund and identify opportunities for improvement.
13. Support monitoring the Freedom of Information requests inbox and assist with preparing responses to requests as needed.
Knowledge
1. Bachelor's Degree or equivalent qualification
Skills
1. Proficient computer skills and in-depth knowledge of relevant software such as MS Office Suite.
2. Excellent attention to detail and organisational skill.
3. Strong written and verbal communication skills, with good attention to detail and the ability to take concise minutes, communicating complex matters in a consistent and accurate way to a range of stakeholders.
4. Ability to work as part of a team, sharing workload and responsibility for delivery.
5. Excellent interpersonal and influencing skills, with the ability to operate with autonomy and at pace.
6. Comfortable managing a wide range of stakeholders both within and outside National Wealth Fund.
7. Pro-active and able to prioritise workload.
8. Well organised, with the ability to solve problems and show initiative.
Experience
1. Experience in secretariat or administrative support functions.
2. Experience in governance setting and appreciation of processes.
3. Experience in a financial institution - desirable.
4. Experience in dealing with Freedom of Information requests - desirable.
