These are high profile, influential roles to lead analysis into the automotive and aerospace sectors and the science and technology sectors. Both roles sit within the Sector Analysis team, a busy and lively team of analysts.
Post 1 - Science and Technology Analyst
This post will sit in the Sector Research and Statistics team, part of the Strategic Analysis and Cross-cutting Sector Analysis unit, a multi-disciplinary and supportive team of 7 analysts. The unit provides evidence and analysis (economic appraisal, evaluation, statistics, briefing, performance measurement) to a range of sectors that include defence, financial and professional business services, and science and technology. The Sector Research and Statistics team also support the rest of our Director General area and the wider department by producing cross-cutting research and statistics on all sectors of the economy. Our work helps DBT support the government’s economic growth agenda, enabling a robust and dynamic economy that creates opportunities nationally and internationally.
We are looking for a HEO analyst to join the team to support and lead on analysis within the Science and Technology (S&T) directorate within Business Group. You will help build the evidence base and conduct policy analysis for the S&T directorate. This role will allow you to build your analytical networks and give exposure to high-profile analytical work.
Responsibilities:
Your key responsibilities will include:
* Lead on a range of quantitative and qualitative research projects to meet policy requirements. This could include developing metrics to support monitoring and evaluation of policies, conducting value for money analysis, and conducting evidence syntheses.
* Working closely with policy and delivery colleagues in the S&T directorate to build relationships and embed analysis through policy decisions, programmes, and events.
* Working with senior analysts to help develop an evidence strategy for the S&T directorate. This evidence strategy will be cross-departmental and will involve exposure with central DBT analysts as well as DSIT, HMT, Office for Life Sciences.
* Developing relationships with analysts in other government departments to share knowledge, resources, and to understand/ identify evidence gaps.
Post 2 - Automotive Analyst
This post sits in the multi-disciplinary Automotive and Aerospace Analysis team, alongside around 15 other friendly and expert analysts. The team provides advice to support funding and policy decisions in the automotive and aerospace sectors based on high quality, credible, robust and timely analysis and evidence.
We are looking for an HEO analyst to join the team to support and lead analysis focussing on DBT’s funding of Research and Development (R&D) within the automotive sector. We work with DBT Auto Unit, the Centre for Connected and Autonomous Vehicles (CCAV) and organisations such as the Advanced Propulsion Centre (APC) to ensure the projects bidding for funding deliver value to taxpayers.
Responsibilities:
There will be scope to shape this role to suit your skills, experience and development needs. Your key responsibilities could include:
* Undertaking Value for Money analysis, working directly with companies
* Leading a team of appraisers through the APC competition rounds. This will involve delivering at pace, making effective analytical decisions, significant engagement and collaboration with stakeholders (Policy, The APC, businesses, Innovate UK), and managing analytical resource to ensure high quality outputs are produced to specific time-frames. As part of this process the post holder will also present our VfM approach to a large audience of potential applicants at briefing events.
* Responding to commissions and urgent briefings for ministers, No 10, HMT and other senior stakeholders with accurate economic analysis and industry insight.
* Developing flexible and confident communication skills through dealing with a range of high-profile stakeholders with challenging subject matters.
* Development of technical skills and changing and improving, in upgrading the team’s appraisal models to bring them in line with latest automotive sector policies and trends.
* Working with experts to develop DBT’s approach to Life Cycle Analysis when appraising environmental benefits of funding R&D.
* Exposure to businesses - working directly with large automotive companies as well as innovative start-ups.
