EMPOWER is the charity that oversees the creation, management and sustainability of both HideOut Youth Zone in Gorton, Manchester, and Salford Youth Zone (SYZ) in Pendleton, Salford. This is an incredibly exciting time for the network as SYZ gets ready to open its doors to the public in the summer of 2025!
Open 7 days a week, the Youth Zones offer a free hot meal and over 20 activities every night for just 50p per visit for young people aged 8-19 and up to 25 with an additional needs. Their incredible facilities include a 3G pitch, climbing wall, gym, sports hall and recreation area, and dance, arts, music, and media suites.

This is a fantastic opportunity for an experienced Head of People to join the Youth Zone network at a pivotal moment. With the launch of an ambitious three-year strategic plan, EMPOWER is seeking a passionate and forward-thinking leader to develop and deliver a new People Plan that will help drive their mission forward.
In this key leadership role, you will build and nurture strategic internal relationships to attract, retain, and develop a diverse and talented workforce. You will champion a culture that promotes learning, innovation, and collaboration, while ensuring EMPOWER’s policies and practices align with current employment legislation and HR best practice.
Leading a small and dedicated team, you will oversee and continuously improve all aspects of the HR and volunteer lifecycle; including learning and development, policies, and processes. You will also work closely with the CEO and Senior Leadership Team, offering expert advice and proactive suggestions for organisational improvement in areas such as organisational design, change management, talent management, succession planning, and colleague engagement.
You will also lead the relationship with EMPOWER’s outsourced HR consultancy, Peninsula, ensuring changes to employment law and emerging good practice are quickly and effectively adopted.
To be successful in this role, you should have:
* Experience managing and overseeing HR systems and budgets
* Significant HR generalist experience, including at a senior level in a complex organisation (multi-site experience desirable)
* A strong understanding of HR policies and procedures, with up-to-date knowledge of employment legislation and best practice
* A track record of creating and implementing People or HR strategies
* Experience in managing recruitment, induction, performance management, and learning and development
* A passion for supporting young people, with an understanding of the challenges they face
