Fife Council is seeking a dynamic and innovative Lead Consultant to join our Flooding, Shoreline, and Harbours team within Structural Services. As the Lead Consultant, you will spearhead the delivery of our flood risk management, coastal, and harbour functions. Your role will be pivotal in driving the digital transformation of our services, ensuring we meet national legislation and Fife Council's standards and policies.
Lead the development and implementation of effective flood prevention, shoreline management, and harbour functions.
Drive the digital integration of hydraulic flood and coastal studies, utilizing advanced technologies for design and supervision.
Manage the procurement and maintenance of water, coastal, and maritime structures, leveraging digital tools for efficiency.
Implement the Council's duties as a harbour authority, incorporating digital solutions for asset inspection, maintenance and operation.
You are a visionary leader with a passion for digital transformation and a strong background in civil or structural engineering. You are a Chartered Engineer or Hydrologist with extensive experience in flood risk management, shoreline management, and harbour operations.
Extensive knowledge of civil engineering specifications, contract management and health and safety legislation.
Experience in preparing and managing project plans and programmes, with a focus on digital integration.

Detailed knowledge of civil engineering functions with a particular knowledge of flooding, shoreline management and maintenance and operation or harbours assets.
Extensive knowledge of civil engineering specifications, various conditions of contract and tendering procedures.
Report writing skills.
Experience of preparing and managing project plans and programmes.
Time management skills with the ability to prioritise tasks effectively, use own initiative, work without supervision and manage conflicting demands.
Ability to provide a regular and effective service and promote a positive culture in the workplace.
