Page Personnel are recruiting for a Payroll Control Manager on behalf of a global facilities management & outsourcing business with an office in Salford Quays.
This role will report directly to the Head of Payroll and lead the payroll control team in the accurate and timely production / accounting of payroll for the business.

Description
Payroll Control Manager duties include:
1. Payroll Processing and reporting:
* Ensure the payrolls are processed correctly and employees are paid in line with contractual payment dates.
* Execute HMRC Statutory reporting in respect of Real Time Information, Full Payment Submissions, Employer Payment Summary and End of Year Updates/FPSA.
* Perform Auto Enrolment processes in accordance with Pension Regulator Legislation and work with the Head of Pensions to ensure compliance.
* Provide for Interim BACS Payments, BACS recalls and manual payment calculations.
* Provide support and advice to business in respect all payroll related matters and ensure PAYE is operated appropriately.
* Manage the Childcare scheme via the Benefits and Rewards portal and the relationship with BNR for all related queries including employee support.
* Produce the annual Form P11Ds for employees ensuring accurate and timely reporting and distribution in line with HMRC requirements and support the business and employees with queries.
* Working with Finance and Reward, calculate and report the PSA (PAYE Settlement Agreement) liability annually to HMRC.
* Working with the Healthcare segment, manage and implement the NHS pay scales for all Healthcare workers annually.
* Ensure the security and confidentiality of the organisational payroll system and employee data.
1. Payroll Accounting:
* Reconciliation of the payroll postings to SAP FI/CO on a weekly/monthly basis.
* Reconcile the HMRC and Irish Revenue employer liabilities against the SAP payroll output, the Finance balance sheets and the PAYE and ROS accounts at HMRC and Irish Revenue.
* Monthly review of the PAYE accounts to alert Head of Tax of any anomalies.
* Settlement of the HMRC payments for PAYE, Class 1A (P11Ds) Class 1B (PSA).
* Reconciliation of the allocated Payroll balance sheet accounts and raise journals accordingly with Finance.
* Reconciliation and settlement of other third-party providers including Unions, Other Voluntary schemes, Childcare vouchers.
* Produce and distribute the 1301 finance report to the agreed recipients.
2. Leadership Payroll Control Team:
* Lead the payroll control team giving clear direction with strategic planning and expectations.
* Perform regular meetings and 121s.
* Provide clear and regular open and transparent communication allowing two-way communication.
* Identify and support development and future talent.
3. Other Payroll Related Regular Activity/Knowledge:
* Specialist knowledge, (Equated Pay, Agenda For Change, AE legislation).
* Manage Multiple Employment /Aggregation of Earnings.
* New Build - wage types, pension schemes, employee contracts, rewards schemes, adhoc changes required by the Business.
* Form 42 (Share option reporting).
* PAYE Settlement Agreement (Agreeing and reporting tax settlement on Shopping vouchers etc).
* Expenses and Benefits reporting and legislation.
* National Minimum Wage legislation.
* Auto Enrolment Pension Reform (enrolment, deduction of contribution and communication).
* Audit and Compliance controls.
4. Control:
* Reporting, reconciliation and settlement of employee tax liabilities.
* Identifying areas of process risk resulting from non-compliance.
* Identifying non compliance in respect of statutory legislation.
Profile
The successful Payroll Control Manager candidate will:
* Have a proven track record in a similar role (managing high volume payroll).
* Have an understanding of "real time information".
* Have shared service centre experience (beneficial).
* Have knowledge of SAP or other ERP systems (beneficial).
* Have a proven ability to manage and lead a team (6+ staff).
* Be an excellent written and verbal communicator.
