This post provides an opportunity for an experienced People Business Partner or a Service Manager with experience of managing workforce change, to join our team and further develop their experience of workforce transformation and planning. HEIW has secured additional funding to undertake a project to support the development of the Theatres workforce in Wales. The overall project aligns with the GiRFT elective optimisation work and aims to develop an optimised, multi-professional workforce that delivers efficient and effective peri-operative care. This role, based within the Strategic Workforce Planning Team, will work closely with the project team delivering this work. This role will lead development of a workforce model for the Theatre workforce. Working collaboratively with organisations, you will identify existing good practice from across Wales and the UK, including consideration of the ongoing work in Wales related to regional service planning. You will explore opportunities to develop a shared workforce model that enables improved development opportunities for staff, productivity and ultimately provides consistency to enable staff to work more effectively between sites. Your work will include an assessment of existing and alternative workforce models, exploring opportunities for different roles within the multi-disciplinary team including consideration of Medical Associate Professionals. Main duties of the job This is a national role that leads in the development and delivery of an optimal workforce model for the Theatres workforce in Wales. Working collaboratively with organisations across Wales, you will identify good practice, opportunities for different roles and learning and development. You will develop strong links with Workforce Planning leads and service managers across Wales to ensure that this work is aligned with similar work already being undertaken within organisations. You will also work with colleagues across HEIW to align any identified workforce solutions. You will develop a flexible workforce model that supports organisations locally with planning, attraction, development, and retention of their Theatres workforce. The model will identify the range of roles that could work within the theatres environment and support a more consistent and prudent utilisation of roles and skills across Wales. Working with colleagues in the Strategic Workforce Planning Team, you will provide specialist workforce advice and influence into this project at an organisational and national level. You will also develop the workforce planning skills and knowledge and capability of managers across NHS Wales. Your work will inform development of the HEIW Education & Training Plan and will provide advice and input into the Plans development from intelligence gathering as part of your work to develop the workforce model. Person Specification Qualifications & Knowledge Essential • Masters level education in relevant workforce or management area or Masters level education in another discipline combined with demonstrable equivalent experience, ideally in workforce. • Evidence of recent and relevant continuing professional development Desirable • PG Cert in Strategic Workforce Planning Experience Essential • Experience of strategic workforce planning • Previous and demonstrable experience of leading and managing complex projects/programmes of work • Proven track record of successfully introducing innovative service improvements • Experience of leading and implementing change at an organisational or national level • Experience of working with staff at senior and national level and of developing constructive relationships working across organisational boundaries • Experience of procurement and budget management
