An exciting opportunity has arisen to join our Executive Team and Board of Directors as the Executive Director of Planning and Business Development, sharing corporate responsibility for the strategic direction of the Trust and delivery of the Trust vision and objectives.
This role will also act as the Trust Accountable Emergency Officer responsible for discharging the duties as described in the NHS Act and Health & Social Care Act.
As the Director, you will have excellent leadership qualities as well as highly developed presentation skills with the ability to develop, communicate, and gain ownership for a clear vision. You will have experience of working at senior manager level within the public sector and be able to evidence successful strategy development and implementation.
You must have a successful track record of leading and facilitating major change and transformation programmes, including cultural change and the ability to think and act strategically, developing practical, innovative, and creative solutions to the management of strategic issues and complex problems.
You will have a Master's degree level or equivalent qualification, along with a recognised leadership/management qualification.
Main duties of the job
The Directorate is responsible for the management of the Trust's Corporate Strategy including its vision, values, and priorities, as well as managing and coordinating the Trust's planning framework Objectives, Goals, Strategies, and Measures (OGSM).
Main duties of the role will include:
* Development of the Trust strategic framework built on an organisational culture based on clinical excellence and high performance, in an environment increasingly focused on whole system service delivery.
* Management and co-ordination of the Trust's planning framework Objectives, Goals, Initiatives, and Measures (OGIM).
* Annual business planning process ensuring the Trust's plan aligns to national aims and objectives and local priorities.
* Trust's capital planning programme, working with other colleagues covering strategic developments, medical equipment, backlog maintenance, and IM&T.
* Large scale strategic developments (as and when required) including identifying opportunities for growth through innovation. These developments may be internal only or involve engagement with other stakeholders.
* Accountable, via the Director of Performance & Information Services, for the effective and efficient delivery of performance and information services.
Job responsibilities
The Executive Director of Planning and Business Development is a member of the Trust's Board of Directors, sharing corporate responsibility for the strategic direction of the Trust and delivery of the Trust vision and objectives.
Executive lead for the development of the Trust strategic framework built on an organisational culture based on clinical excellence and high performance, in an environment increasingly focused on whole system service delivery.
The lead for the management and co-ordination of the Trust's planning framework Objectives, Goals, Initiatives, and Measures (OGIM) as well as leading the annual business planning process ensuring the Trust's plan aligns to national aims and objectives and local priorities.
To engage in place-based arrangements, working closely with colleagues in LA, ICB, VSC, and other place-based partners to develop place-based plans ensuring they are aligned to Trust priorities.
As the Director lead for the Trust's capital planning programme, working with other colleagues covering strategic developments, medical equipment, backlog maintenance, and IM&T.
As and when required the Director will lead large scale strategic developments including identifying opportunities for growth through innovation. These developments may be internal only or involve engagement with other stakeholders such as local authority/ICB/other providers etc.
Accountable, via the Director of Performance & Information Services, for the effective and efficient delivery of performance and information services.
Act as the Trust Accountable Emergency Officer (AEO), to be responsible for discharging the duties described under section 252A.

Experience
* Experience at senior manager level within the public sector.

* Evidence of leading the development of robust business cases including the carrying out financial due diligence.
* Experience in continuous improvement projects and change management projects particularly those involving change across more than one organisation.
* Current knowledge of the leadership and management context of the NHS.
* Experience of prioritising and triangulating organisational wide delivery plans to align to national aims and objectives and local priorities.
* Exposure to and understanding of healthcare commissioning across a broad range of services.
* Experience and understanding of both primary and secondary care settings.
* Working knowledge and understanding of the performance target regime as applied to NHS Trusts.
* Understanding of impact organisational culture and experience of delivering performance and productivity gains.
Qualifications
* Evidence of continual CPD.
* Recognised leadership/management qualification.
* One of the following qualifications: Lean Improvement, Coaching, Project/Programme Management.
