Job Role: Payroll Officer Location: Stranmillis, Belfast Hours: Full time, Monday to Friday, 9-5pm Pay rate: £14 per hour Duration: To cover period of maternity 9- 12 months Please note a Basic Access NI check required before commencing role. Your main responsibilities: 1. To undertake the preparation of monthly computerised payroll production for the University College - approximately 190 staff plus occasional casual worker payroll payments. 2. To undertake the preparation of regular payroll related returns required including month-end salary deduction payments, payroll annual returns, P11D returns and associated reports. 3. To complete all payroll related returns required by HM Revenue and Customs (e.g. Real Time Information) and other organisations including pension providers. 4. To undertake salary analysis of actual costs against budget and the posting of the payroll journals to the nominal ledger each month. 5. To undertake monthly payroll related control accounts reconciliations. 6. To undertake routine pension scheme administration including those relating to starters, automatic enrolment and leavers and annual returns for the two pension schemes operated by the University College. 7. To operate salary sacrifice schemes offered to employees including childcare vouchers and cycle scheme. 8. To undertake other ad-hoc payroll/pension related analysis as required. 9. To maintain adequate payroll/pensions records to enable efficiency responses to be made to routine enquiries received from external agencies including pension providers, benefits agencies. 10. To undertake month-end and year-end payroll procedures. 11. To undertake any salary cost of living adjustments (including arrears) along with annual pension rebanding. 12. To undertake costing exercises in relation to staffing - e.g. for inclusion in grant applications such as those for research projects. 13. To provide support to colleagues undertaking the University College annual budget setting process. 14. To assist with month-end close procedures. 15. To liaise with the University College payroll system software provider. 16. To undertake the payroll calculations for the Students' Union - only 1 employee - including the administration of the related payroll deductions. 17. To correspond with employees in writing in relation to payroll matters including, but not limited to, overpayments and changes in pay due to sickness. 18. You may be required to undertake any other duties as required by the Head of Finance or Finance Manager including, but not limited to- Sales Ledger, Cash Management ,Purchase Ledger, Bookkeeping, Registration and Enrolment, administrative support, and reception cover. You will have: 1. At least 5 GCSE passes at Grade C or above (or equivalent qualifications) to include qualifications which demonstrate literacy/ proficiency in English language and numeracy. 2. A minimum of two years' relevant experience of operating a computerized payroll and undertaking all the associated administration including liaison with HM Revenue & Customs. 3. A minimum of two years' relevant experience of operating a large payroll (with at least 50 employees) including experience of administering varying contractual entitlements (e.g. allowances) overtime and variable hours. 4. Knowledge of statutory entitlements and requirements relating to payroll and pensions administration e.g. SSP and SMP, annual payroll returns as required by HMRC. 5. Strong IT skills including expertise in the use of Microsoft Office packages, in particular Microsoft Excel. 6. Ability to work accurately with meticulous attention to detail. 7. Ability to set priorities and goals and manage a diverse workload whilst working to tight deadlines. 8. Excellent oral and written communication skills 9. Ability to maintain confidentiality.
