Warwickshire Police is looking for a Head of Analysis & Performance to lead a high-impact function that drives operational and strategic decision-making through data. This Is a Senior Leadership Role Where You Will Drive the use of data and analysis to shape policing strategy and improve public safety. Lead teams including Crime Intellgience Analysis, Data and Insight, Service Improvement to develop innovative insights. Oversee key strategic products such as Force Management Statements, Strategic Assessments, and Performance Frameworks. Develop and implement advanced analysis, data science and performance frameworks that infleunce decision making at all levels in the organisation. If you have experience leading data, analysis, or performance functions in a complex organisation, and want to make a real-world impact, we’d love to hear from you Main Responsibilities Head of profession in respect of all activities, facilities, services and resources, for the Analysis and Performance function, including the provision of expert advice, guidance, interpretation and support to executive, managers and senior stakeholders as part of corporate decision-making Lead on development and delivery of a comprehensive strategic performance and analysis framework which are effective in driving organisational and operational performance, continuous improvement and change. To include the delivery of Force Management Statements, Strategic Assessment and Control Strategy Lead, manage and develop the Analysis and Performance function to maximise individual and team contribution to the delivery of force priorities Ensure the management and control of the Analysis and Performance function’s expenditure within agreed budgets and financial management arrangements Ensure the accurate and timely production and publication of all necessary reports and information relating to the Analysis and Performance function in support of governance arrangements and corporate and tactical decision making to meet the needs of internal and external stakeholders and other interested parties Ensure that liaison takes place and relationships are maintained with other directorates, functional managers and stakeholders so as to understand their requirements of the Analysis and Performance function and to ensure they are fully informed of the function’s objectives, purposes and achievements Maintain awareness and knowledge of Analysis and Performance function contemporary theory, methods, practices and legislation ensuring that an environment of continuous improvement and innovation exists across the function and that emerging best practice and initiatives developed within and outside the police service are evaluated, so that the function remains lean, relevant and focused on priority issues Represent professionally and promote the reputation of Warwickshire Police and the Enabling Services Directorate at meetings and groups both internally and externally, including the development of appropriate and constructive partnerships with relevant organisations that enhance the service delivery to the public of Warwickshire Lead negotiation and consultation on matters relevant to the Analysis and Performance function on behalf of Warwickshire Police Fulfilling the role of Information Asset Owner (IAO) for all information processing systems managed within the business area in accordance with the Information Assurance Policy and IAO Handbook Ensure integrity, fairness and consideration of the needs of others is incorporated into the daily duties and relationships with colleagues and the conduct and service delivery of the Analysis and Performance function To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required Knowledge To be educated to degree level supported by an MBA or equivalent or substantial senior leadership experience in a professional discipline closely related to allocated portfolio. Extensive and detailed knowledge of performance management frameworks Understanding of the complexities and challenges facing the police and other public sector services as a whole. Experience Substantial senior leadership and management experience and proven track record of delivery within the portfolio in a large complex multi-faceted organisation. Experience of developing and implementing organisational strategies, policy and practice and driving and delivering change. Managing and controlling significant delegated annual budgets. A track record of developing strong working relationships with a wide range of stakeholders - internal and external, e.g. reporting bodies, senior executives, professional advisers, Trade Unions, users, etc. Significant experience of driving continuous improvement of portfolio service delivery through the design and implementation of new process, practice and innovative service delivery approaches. Proven successful experience of target setting and evaluation for performance and service improvement. Key Skills Proven ability to build effective working relationships at all levels of the organisation. Ability to think and contribute strategically at an executive level whilst maintaining a strong focus on operational activity and engagement. Excellent and effective interpersonal skills. High level of communication, negotiation and influencing skills. Sound facilitating style and proven ability to understand key levers in different business models, managing staff and key stakeholders and the flexibility to adjust the approach and style. Ability to operate calmly and professionally under pressure. Ability to provide senior leadership on organisational development and continuous improvement. Ability to inspire, enthuse, to keep people focused in spite of setback/difficulty.
