As a Lead Procurement Program Consultant, you will be responsible for nuclear projects, work with cross-functional teams to build project strategies, procurement plans, and contracting strategies for end-to-end delivery from concept to close.
As part of the Global Supply Chain Solutions (GSCS) Project Procurement Team, you will preferably have a Supply Chain (Strategy, RFx, Supplier Relationship, Contract Negotiation, and Contract Management) background with experience in purchasing of services and equipment for major projects, including Engineering Procurement Construction and Commissioning (EPCC). You will be a direct interface to our internal customers: Business Unit, Engineering, Quality and Sales Departments, and Project Managers.
You will report to the Senior Procurement Program Manager. You will be able to work remotely within the UK.
Key Responsibilities:
* Develop procurement strategies and plans together with Offer and Project Teams.
* Identify and capture the demand, identify potential suppliers, and establish a communication channel towards the suppliers.
* Establish pricing, delivery, terms and conditions to satisfy financial, quality, and delivery requirements.
* Preparation and coordination of the RFx Process and establish sourcing strategies for suppliers and services:
o Prepare Non-Disclosure Agreements (NDA).
o RFx development and preparation, definition of commercial conditions including knowledge of negotiation of NEC Terms and Conditions with Primary Contractors, Clients, and Subcontractors.
o Solicit quotations and analyze contract proposals while leading formulation of strategy and negotiation of pricing, delivery, terms, and conditions to satisfy requirements for complex and specialized materials, equipment, components, and services.
o Evaluate all elements of cost for commodity groups to identify and obtain cost improvements.
o Develop strategies to maximize supplier base cost/value.
o Develop relationships with key suppliers and partners while mediating and resolving contract performance issues.
o Use the corporate Approved Supplier List Process for sourcing requirements.
* Understand all the key operational & commercial elements of suppliers such as, but not limited to: Financial Stability and Objectives, Global/Regional/Local Presence, Available Capacity, Top customers and Top competitors and keep the Supply Chain Organization and business stakeholders informed of supplier capacity/performance and market constraints for future plans and actions.
* Understanding of supplier capacity, capability, and manufacturing processes compared to project technical requirements in collaboration with GSCS Supplier Performance Organization.
* Ensure compliance with regulatory requirements and Westinghouse’s Procurement procedures.
* Lead Contract preparation and purchasing process.
* Use Best-Cost Country Sourcing, with emphasis on middle/east Europe.
Qualifications:
* BA/BS/ME degree in business or engineering /Supply Chain Certification / Project Management knowledge or equivalent experiences.
* Experience running complex projects.
* Analytic experience and high attitude for ownership.
* Advanced Procurement technical background and Contract Management.
* Strategic and analytical orientation with an ability to translate strategy into tangible operational results.
* Minimum of 5 years of project management experience.
