The responsibility of the Technical Support Engineer (TSE) is to maintain the integrity and safety of the fleet aircraft by reporting to the Technical Support Manager and aiding in leading a team of professionals in airworthiness maintenance, regulatory compliance, and ensuring adherence to stringent standards. Essential to this role is a deep understanding of aviation regulations, with expertise in frameworks such as CAA/EASA.
The main responsibilities of the TSE are to work with external contracted maintenance organizations in the execution of substantial parts maintenance checks and oversee any large developing Company projects, including working with external design companies and original equipment manufacturers. In doing so, the TSE provides the technical support and advice required by a team of professionals in airworthiness maintenance to ensure adherence to regulatory compliance, reliability, and the stringent standards required to ensure the safe operation of the aircraft in the ECL fleet. This individual therefore contributes significantly to the excellence of airworthiness management.
The successful execution of these tasks requires technical proficiency, good acumen, strong leadership skills, and continuing education since aviation regulations, technological advancements, and safety protocols are continually evolving. This role falls under the remit of the CAMO and is as set out in the CAME.
Key Responsibilities
* Monitor projects and associated contracts and recommend actions to ensure that costs remain within budget.
* Ensure through the workforce under their control that the quality of workmanship in the final product is to a standard acceptable to the CAM, the Compliance Monitoring Manager, and UK CAA and other NAAs.
* Plan and coordinate project tasks undertaken by European Cargo Ltd and generate the necessary programs to ensure that the tasks are fully understood and that resources and capabilities are available to meet the achievement of plans.
* Provide Engineering Liaison between ECL & Part-21 Design & Production Organizations.
* Instigate Major Changes (modifications) to aircraft and equipment and liaise with Part-21 Subpart J – Design Organizations.
* Prepare and negotiate contracts and technical price proposals, ensuring that specific requirements of the contract are taken into account at the earliest stage.
* Provide Technical Support oversight to engineering and liaison between ECL/ESL/ Aircraft OEMs and Component OEMs/MROs to provide corrective answers or actions.
* Provide Technical Support oversight to the Engineering Planning department, and liaison between ECL/ESL and contracted Base Maintenance providers.
* Provide Technical Support oversight to the CAM for aircraft & equipment procurement and liaison between ECL/ESL and vendors.
* Control and administer contracts placed on ESL with regard to man-hours, costs, contractual commitments, and invoicing.
* Assist, when required, in the management of Operators’ aircraft in contracted Base Maintenance Organizations.
* Promote the Company Safety Policy and ensure the Department’s compliance with Health and Safety at Work requirements. Report any occurrences of a Safety and/or Maintenance nature using the Organization’s occurrence reporting system.
* Ensure that the Organization’s Procedures and Standards are adhered to.
Other Duties
* The TSE must stay up-to-date with evolving aviation regulations and industry standards to ensure compliance and enhance safety protocols.
* As directed by the Continuing Airworthiness Manager and as considered necessary to meet the day-to-day, ongoing requirements of the business.
CRITERIA
* 5 Years past experience in a CAMO or Line/Base Maintenance.
* Engineering Degree or AME Licensed Engineer – preferable.
* Proficient knowledge of systems and software (i.e., OASES, Microsoft 365 package).
* A sound knowledge of aircraft systems, structures, and maintenance procedures (Airbus A340 and Boeing 737 preferable).
* A thorough understanding of Compliance Management to remain proficient in industry standards, best practices, and aviation regulatory requirements as required by UK CAA and EASA including Part CAMO, Part-145, Part–21, Part–M, CAP–562, and CAP–747.
* A sound understanding of Safety Management Systems to ensure the safety of aircraft and personnel.
* High standard of spoken and written English.
* Strong team leadership and relationship building skills with the ability to convey expectations, provide feedback, and resolve conflicts with diplomacy alongside the ability to work collaboratively in a team-oriented environment.
* Excellent communication skills are essential to effectively collaborate within the department as well as other departments, regulatory authorities, and aircraft manufacturers.
