Brief Description
We are looking for talented individuals who are self-motivated, analytical and have an ability to work in teams. You must have good interpersonal and communication skills. The ideal candidate will be a qualified Civil Engineer educated to Degree level and a Chartered member of a recognised professional institution.
If successful, you will lead a team of engineering specialists working on one of the building and civils renewals frameworks and be responsible for ensuring the right level of engineering support is provided for this portfolio of works. You will work on projects through the whole life cycle from receipt of project remit, production of technical workscope, contract evaluation, feasibility study / optioneering, single option selection, detailed design, construction and handback.
Your Main Responsibilities will be to:
1. Implement Network Rail systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects.
2. Monitor the competence of all Project Engineers working on projects within the functional discipline and provide functional guidance, direction and briefing.
3. Apply engineering controls and procedures to all projects so all design and construction contracts include reference to appropriate Railway Group and Network Rail Company standards applicable to their discipline.
4. Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects.
5. Monitor all projects for compliance with Railway Group and Network Rail Company standards and Network Rail project control procedures.
6. Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision.
7. Monitor the competency of contractors design, construction and specialist personnel.
8. Undertake reviews of design and construction activities.
9. Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems are adequate.
10. Undertake the duties of nominated design and construction / design construction engineer.
11. Carry out the duties of designated project engineer (DPE).
12. Undertake accident investigations when remitted to by the relevant designated competent person.
You will ideally have
* Significant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas.
* Technical qualifications to at least HNC level or equivalent.
* Membership of a relevant professional institution.
* Experience of contracting.
* Knowledge of structuring safety cases in support of projects.
* Knowledge of safety management and quality assurance.
* Understanding of the arrangements required for the independent assessment of works.
* Accident investigation experience.
