Reporting to the Head of Projects and Change, you will:
Proactively prepare the Agency for the impact of the changes being delivered by our ambitious portfolio of change, providing a bridge between the portfolios, programmes and projects and the business users to ensure that activities are planned and completed to enable the business to implement the agreed change and realise the business benefits;
Ensure that all change being delivered across APHA aligns with user and business needs, and ensure outcomes align with APHA’s service vision and business strategy;
Facilitate collaboration and lead effective communication with all stakeholders to support design, build and delivery to meet user needs;
Lead and direct geographically dispersed, multi-disciplinary teams and develop a cross-APHA Change and Continuous Improvement function, embedding ADKAR and LEAN methodologies as standard;
Develop and support a professional network / community of practice for those involved in business change and continuous improvement across APHA, aligning with wider Defra Group approaches.
Your responsibilities will include the following:
Leadership and delivery
Provide visible and effective leadership, lead all business change management activity and work with the programme/project managers to ensure that our change portfolios are set up to deliver business case benefits and outcomes.
Develop clear vision and standards and champion the use of best practice business change management and continuous improvement standards, tools and processes.
Develop, shape and implement a revised and enduring approach to continuous improvement and change management in APHA - working in collaboration with operational senior leaders.
Build strong networks both internally and externally
Assess and understand the impact on stakeholders to improve the likelihood of their adoption of the change.
Business case
Support project Business Change/CI Managers and Business Analysts in delivering high quality business case content, co-ordinating any specialist input.
Change products
Lead the progress of the required Business Change products for the change portfolio. Lead on engagement with senior stakeholders both internally and externally and other Business Change/CI Managers across the portfolio.
Change planning
Own the business change plan and roadmap for APHA and ensure alignment with the APHA Strategy & Business plan.
Change communication
Lead on all Business Change communications across APHA, ensuring regular visibility of forthcoming changes, creating opportunities for early business engagement and opportunities to influence delivery approaches and provide feedback.
Stakeholder management
Identify, classify, and update stakeholder engagement plans. Ensure effective stakeholder engagement is taking place across all change portfolios, ensuring that Business Change requirements are being met and that we are taking opportunities to align and sequence change communications effectively.
Guidance and support
Provide direction and guidance to team, and more broadly across the Change Portfolio.

Essential experience required for this role:
Experience of mobilising and managing a business change team
Experience of managing and keeping engaged a change champion/continuous improvement network
Experience of formulating and implementing business, people and workforce plans and delivering results
A successful track record of leading change across programmes and projects and of managing, developing, and building organisational and team business change, continuous improvement and business analysis capabilities
Experience of building, motivating, developing, and retaining high-performing teams, including experience of working within and leading multi-disciplinary and geographically dispersed teams
