Job Overview
JOB SUMMARY: To be responsible for leading the Trust on behalf of Healthcare Partners, providing a comprehensive, high-quality Health and Safety and fire management system at both strategic and operational levels, advising on effective control measures and monitoring performance.
To ensure compliance with various statutory legislations (HSE, The Regulatory Reform (Fire Safety) Order 2005, and guidance within the Health Technical Memorandum 05 Fire code suite of documents). Deliver training; carry out inspections and audits against current health and safety standards.
To be responsible for providing a comprehensive health and safety and fire strategy, supporting policy, and suitable protocols and procedures.
Provide leadership, ensuring that H&S is prioritized within the Trust's agenda and embedded in day-to-day operations. Coordinate and support regular team briefings on health and safety and fire status, and review risk assessment findings at the departmental level during meetings.
Main Duties of the Job
The role of the Health, Safety, & Estates Quality Lead is to develop and implement health and safety and fire policies and strategies that embrace robust management systems to ensure compliance with all statutory and NHS requirements. As the senior competent person in H&S, you will be the expert resource for Healthcare Partners, providing knowledge and skills to assist in generating a positive H&S culture throughout the Trust. Liaise effectively with the Health and Safety Executive (HSE) and other safety-related external agencies on behalf of the Trust. This role includes the Health and Safety responsibility of the community hospital which forms part of the Trust.
This role will provide wide-ranging support to the quality function, promoting and integrating quality into every aspect of our Estates division. You will lead, develop, and implement appropriate methodologies, practices, and procedures consistent with industry standards, focusing on enhancement, sustainability, and continued improvement of the Estates quality management system to meet ISO 9001:2015 requirements.
The post holder will be the designated quality representative for the estates team, responsible for leading the implementation of ISO 9001:2015 and ongoing maintenance. You will work actively with the Healthcare Partners Quality and Governance team to achieve all ISO 9001-related quality assurance functions and provide oversight of the requirements for the ISO 9001 Quality Management System (QMS) for the Healthcare Partners Estates division.

The Role: Health, Safety and Estates Quality Lead
Health and Safety is paramount within the Trust and its subsidiary company Healthcare Partners. This exciting role will be part of the Estates, Facilities, Health, Safety, and Capital Projects team. You will be expected to partner with all departments and deliver health and safety advice and guidance to tight deadlines. You will be responsible for a team of three: two health safety and one manual handling advisor and continuously improve the quality provision of our estates service.
Job Duties:
* Management of the Health and Safety requirements of the Trust and Healthcare Partners.
* Lead and deliver ISO9001 for the Estates Department in line with the wider system currently in place.
* Ensure that all requirements of legislation are met and liaise with the HSE when required.
* Management of fire safety at the Trust and its community services areas.
* Develop long-term strategic plans for Health and Safety, Fire, and estates quality in line with the Trust’s corporate aims and division objectives.
* Ensure that non-compliance notices from external bodies for health and safety and fire are escalated and acted upon accordingly with urgency in accordance with policy.
* Proven track record in building, leading, and motivating a team.
* Demonstrable commitment to and focus on quality, promoting high standards to consistently improve patient care outcomes.
Qualifications:
* Membership of a professional organization (Institution of Fire Engineers).
* Experience of Fire Safety in an NHS environment.
* Proven experience in Health/Safety and Fire.
* 3 years’ experience in an acute trust.
* Demonstrated ability to organize and manage multiple priorities in a fast-paced and change-oriented environment.
* Strong leadership and management skills.
* Exceptional communication and interpersonal abilities.

Qualifications
* Formal Health and Safety related qualification or 5 years health and safety knowledge and experience (at least 3 years within an acute hospital).
* Highly developed knowledge of health and safety regulations, management systems, and processes (ISO 18001).
* Chartered membership of a professional body (IOSH, etc.).
* Membership of a professional organization (Institution of Fire Engineers).
* Experience of Fire Safety in an NHS environment.
* HTM Fire Risk Assessors Training.
* NEBOSH Diploma in relevant fields pertaining to Fire.
Knowledge
* Demonstrable experience in quality management and continuous improvement.
* UK Fire Safety legislation, Regulatory Reform (Fire Safety) Order 2005, Health Technical Memorandum (HTM) 05-01 Fire Code 2015.
* Extensive knowledge and experience in the application of Health and Safety at Work etc. Act 1974 and associated regulations.
* All statutory and mandatory standards and guidance associated with Fire, Health and Safety, and Manual Handling.
* Comprehensive Health and Safety legislative and best practice knowledge.
* Significant experience of health and safety management.
* Experience in sponsoring project works to address non-compliance with H&S legislation.
