Location: Salford, with 1-3 days per week in the office We are seeking a Payroll and Pensions Manager with a strong background in local government to lead our team of 34. This role is crucial in managing our payroll, pensions, and reward teams to deliver a best-in-class service that aligns with our council’s strategic aims and core values. Day-to-Day of the Role: Collaborate with the Director of HR&OD and leadership team to develop strategic responses to workforce challenges. Lead the payroll and pensions teams, ensuring a seamless service throughout the employment lifecycle. Maintain audit and corporate governance standards, acting as the key contact for internal and external auditors. Define and deliver annual service level agreements, ensuring performance meets the set standards. Manage external contracts to ensure compliance and best value. Play a key role in transformational projects and programmes, aligning with organisational priorities. Develop and manage the annual business plan for the service. Build effective relationships across the organisation and with external partners. Provide innovative solutions to senior managers and headteachers, supporting operational needs and reform. Manage and improve service delivery through digital and self-service options, enhancing user experience. Required Skills & Qualifications: Proven technical skills in Payroll, Pensions, and Employee Benefits services. Extensive knowledge of statutory payroll requirements and pension administration, including Defined Benefits. Experience with Local Government, Teachers, NHS, and other pension schemes preferable. Leadership experience with the ability to motivate, engage, and develop teams. Strong communication skills, capable of building trust and collaborative relationships.
