You will form part of a small team of staff in the delivery of the duties described below. The main purpose of the role is to support the delivery of carriageway, footway and traffic management improvement projects in accordance with national standards, legislation and the prescribed standards and policies of Fife Council. This rewarding role offers opportunities for professional growth, enabling the management of projects from inception to completion on a variety of highways construction schemes. The successful candidate will be responsible for managing construction project delivery including health & safety provision, procurement, material orders, sub-contracts and public liaison. The role is front line customer focused and contributes to the effective provision of a high quality internally delivered design and build service. Provide quotations, measurements and project valuations to clients and services. Plan efficient delivery of works and contribute to regular progress meetings. Monitor job costs and conduct financial audits four weekly, ensuring projects adhere to budgetary constraints and deliver best value. Co-ordinate site works, sub-contractors, material schedules and remedial works. The Person You will be educated to SCQF level 7, which includes an HNC or SVQ 4 or equivalent in a relevant technical discipline. You will be able to evidence continuous professional development. You will have budget monitoring experience and financial planning and management in the highways sector. You will have knowledge of roads maintenance, roads asset management and roads network management functions. You should be able to work as part of a team as also be able to work independently under your own initiative. You will have developed supervisory skills and be a competent organiser of your own workload and the delivery of construction projects. You should have significant experience of roads maintenance, financial control of construction projects and coordinating resources associated with roadworks. You must be able to travel across Fife at short notice. You should have good IT and numerical skills, be able to prepare cost estimates and be able to deliver projects within budgetary targets. You should be familiar with operating in a trading account environment, managing costs and delivering on financial and time targets. You must have experience of developing good relations with relevant parties including members of the public, clients, customers and contractors. You should have basic surveying skills.
