Job summary
A vacancy has arisen for a highly motivated and organised individual to undertake the role of Station Cashier within the Business Management Squadron at RAF St Mawgan.
The Business Management Squadron includes all business support functions, Travel Cell, Post Room, Accounts and Cashiering Service and provides support to the Station, Lodger and Parented Units across the South West region for all business-related tasks.
The primary responsibility of this role is the effective administration and operation of the Cash Office for all Public and Non-Public cash and bank accounting, including the provision of advice. The Cashier is the first point of contact for RAF St Mawgan personnel for a wide range of financial matters, including welfare and personnel administrative payments. The Cashier is responsible, through Officer Commanding Accounts Flight, for the governance of over 70 clubs and funds on behalf of the Managing Trustee.
This position is advertised at 37 hours per week.
Job description
1. Provision of a Cashiering service to RAF St Mawgan, maintaining safe custody of Public cash in preparation for disbursement to Tri-Service personnel in accordance with current regulations, whilst ensuring the authorised cash holding limit reflects the needs of the Organisation.
2. Execution of local security measures for the safeguarding of cash, payable orders and other financial instruments, including assurance of mandatory safeguards for the protection of all funds in accordance with current regulations and MOD policy.
3. Security of the Cashier’s Office, including regular testing of the panic alarm and adherence to the Cash Security Plan. The Cashier is to carry out cash accounting in accordance with security measures stated in the Business Continuity Plan for out-of-hours working and emergency scenarios should they arise.
4. Preparation and timely dispatch of the cash account on the first day of the working month, forwarding the monthly fund statements to Fund Managers as prepared by the fund accountant, investigating any discrepancies in the funds alongside Officer Commanding Accounts Flight.
5. Monitor requests for financial assistance from Service Personnel, providing examples of legitimate expenditure from the public purse and guidance on the funds available and directions on their use.
6. Advice to Tri-Service Personnel on administrative and financial instructions in support of group and individual deployments, Adventurous Training and Force Development.
7. Other duties to include administration of sub-imprest accounts, preparation and facilitation of annual audits, and deputising for Officer Commanding Accounts Flight during periods of absence.
8. Monitor the monthly statements of account – Income and Expenditure Account/ Balance Sheet/Trial Balance and associated reconciliations for all major funds. Provision of advice to fund holders on the correct operation of available funds.
9. Undertake any other duties requested by Officer Commanding Business Management Squadron or Officer Commanding Accounts Flight, commensurate with the advertised grade.
Person specification
Essential
* The incumbent must have excellent arithmetical skills and an in-depth knowledge of standard accounting procedures that would seamlessly transfer across to a Public and Service Funds Accounting environment.
* Experience of working in a fast-paced customer-facing environment is critical and the incumbent must be confident and professional when dealing with personnel, both Service and Civilian, to ensure customers are left in no doubt what is required of them in line with their duties.
* Furthermore, the incumbent must have excellent verbal and written communication skills, required for the submission of case work to OC Accts Flt and higher authority. It is mandated that the incumbent attends a three-day Accounts Management distance learning course, within 6 months of taking up post.
* Previous experience of working in a financial and business support environment.
* Candidate selected for interview will be required to demonstrate their relevant skills and experience in relation to the above specification.
Desirable
* A knowledge of Charitable Accounting.
* Sound Knowledge of Sage Accounting.
* Sound Knowledge of Defence Writing (Joint Service Publication (JSP) 101).
* Familiarisation with organisational policy documents including Air Publication (AP) 3223, JSP752, JSP770 and JSP891 would be beneficial.
