The Role:
To support our growth, we are seeking a results-driven and strategic Direct Procurement Manager who will work as part of the Sourcing & Procurement Capability and play a pivotal role overseeing the purchasing and procurement process for medicines. You will ensure the timely, most efficient and cost-effective acquisition of products, achieving the right balance between product availability and cost-effectiveness. You will lead a team of buyers and will work to implement procurement strategies, supporting inventory service level excellence and developing excellent operational relationships with key Vendors for Clinigen’s Direct Spend and will provide strategic advice and guidance to Senior Management.
Key Responsibilities:
Procurement Strategy
* Develop and maintain strategies to successfully deliver cost savings as well as cost avoidance and efficiencies in the procure-to-pay cycle
* Collaborate with cross-functional teams, make strategic decisions and implement best practices within the purchasing function
* Develop and maintain procurement metrics to track performance, identify areas for improvement and report on purchasing effectiveness
* Prepare and present reports on procurement activities, performance metrics, cost savings and risks and opportunities within the supply lifecycle including taken measures to senior management
* Work closely with relevant product/portfolio supply teams to monitor inventory levels, analysing demand patterns and implementing inventory management strategies to manage stock levels and avoid shortages or excesses
* Work closely with Strategic Sourcing Director on risks, opportunities and management of Supplier Performance
* Monitor and improve the end-to-end purchasing journey, from signalling demand to “on the shelf” availability, including improved comms to internal stakeholders
* Engage relevant Commercial and Sourcing teams to maintain and improve market pricing profitably, mitigating potential profit loss from increasing cost of goods
* Contribute to annual and three-year strategic planning with respect to assigned projects and partnerships
* Management and improvement of all Purchasing KPIs
Purchasing KPIs
* Measure Supply Problems and track management performance of these especially for CORE products
* Measure CORE portfolio availability and put in place plans to improve KPIs
* Measure overall lead time (INBOUND) and target improvements working closely with SC and suppliers
* Measure backorders as a result of stock availability (OOS), split by Business Line and put in place plans to improve KPI through better purchasing tactics
* #POs managed, #products ordered, #suppliers, #discrepancies handled
Supply Chain Operations
* Ensure absolute supply chain integrity and security
* Plan and execute process enhancements to improve operational efficiencies relating to product sourcing and procurement
* Maintain quality standards
* Stay updated on regulatory requirements and ensure compliance with applicable laws and regulations related to purchasing activities
* Direct the application of agreed business rules for the selection of the stocked / non-stocked portfolio’s (ASCP SME)
* Oversee the Buying Operations to ensure we are buying in the most ethical, compliant and cost-effective manner and meeting customer expectations
* Work with Sourcing on Supplier discrepancies (price, availability, T&Cs)
* Advocate for alignment to the Clinigen ESG targets, such as reducing climate change impact (emissions) and responsible use of resources (recycling/re-using) as a direct result of purchasing strategies
Purchase Order Management
* Manage team workload and allocate team responsibilities for PO management
* Build strong relationships with internal stakeholders ensuring that all regulatory, quality, financial and logistical aspects of ordering medicines are adhered to ensuring all aspects are managed effectively to minimise delays.
* Management of inbound Controlled drug applications to the Home Office for non-stocked products and subsequent order management.
* Minimise working capital outlay on non-stocked products by ensuring the most efficient methods of ordering products are considered which will include taking into account supplier price breaks/rebates, logistic costs (inbound) and warehouse costs.
* Place purchase orders and obtain order acknowledgments from approved suppliers for all GA non-stocked products.
* Seek cost efficiencies for inbound carriage and packaging through consolidation and other tactics.
* Limit potential discrepancies prior to inbound shipment to minimize stock write off.
* Track value add initiatives and monitor the team’s contribution to the departments KPIs
Leadership
* Lead, manage, coach, and develop the Procurement Operations team
* Achievement of agreed department, team and project KPIs
* Working collaboratively and cross functionally within Clinigen to ensure all teams contribute to the excellence of service delivery
* Active contributor to the Global Access team charged with rapid global business growth
* Act as a role model and work within Clinigen’s values and behaviours
Key Requirements:
* Educated to degree level
* Significant and demonstrable experience within a pharma purchasing environment & vendor management required
* In-depth knowledge of procurement principles, strategies and best practices
* 5+ years of management experience
* Strong skills in cost optimisation
* Demonstrable commercial acumen – through thorough analysis, planning and execution
* Proactive and solutions-driven, with a high level of accountability and ownership for delivering
* Proficient in use of web-based IT systems and Microsoft Excel, PowerPoint, Word and Project
* Previous experience of Oracle ERP systems
* Ability to plan, prioritise and coordinate a busy workload with good time management skills
* Able to problem solve, strategize, and “think outside the box”
* Ability to influence, persuade and negotiate with key stakeholders
* Flexible and adaptable to changing situations
* Membership of CIPS or equivalent desirable
* Experience operating within a global complex matrix company an advantage
* International experience required
* Excellent relationship management, networking and interpersonal skills
* Excellent communication skills and ability to communicate effectively with all levels of an organisation
* Working knowledge of global and EU procurement rules and legislation
