Description Job description Are you looking to work on policy development and delivery in a high-profile policy area with frequent engagement with a wide range of internal and external stakeholders? The Human Rights Implementation Policy Officer role is located in the Implementation Policy and Practice Team. This role has a particular focus on working on the development and delivery of policy and improvement focused activities to advance human rights in practice. This will initially focus on delivering a small number of time-bound practical interventions that advance human rights and prepare the public sector for the future Human Rights Bill over the coming 14 months. This will involve interactions with key internal and external stakeholders, including public bodies and third sector organisations. Protecting and promoting human rights, advancing equality and tackling all forms of discrimination in Scotland is central to the government’s missions of tackling child poverty and improving public services. The Scottish Government is working to advance human rights by embedding them within public services, including through a commitment to bring forward a Human Rights Bill for Scotland in the next parliamentary session and by strengthening the implementation of international human rights standards across government and public bodies. The Human Rights Division in the Directorate for Equality, Inclusion and Human Rights leads on and coordinates this activity, which includes varied work on developing legislative proposals to incorporate international standards, taking forward specific initiatives to build human rights capability, engaging with key internal and external stakeholders such as the Scottish Human Rights Commission, civil society and human rights defenders, and reporting to international institutions Responsibilities Contribute towards grant monitoring, relationship management, and identifying opportunities for future implementation activities, with a particular focus on capability-building work with public sector bodies. Contribute towards the delivery of implementation activities over the course of the next 14 months, using project management tools to monitor and drive improvement. Engage with internal and external stakeholders, organising meetings and providing secretariat functions for an established stakeholder engagement group. Provide high quality briefing and advice to Ministers and to internal colleagues on a wide range of issues relating to implementation policy and practice. Contribute as necessary to the wider work of the Division including relevant Ministerial correspondence, Parliamentary Questions, Freedom of Information requests and other corporate business in the field of human rights, and with awareness of wider Directorate priorities to ensure that policy interdependencies are understood and reflected in implementation activities.
