The expansion of the work undertaken by the Partnerships and Blended Finance Department has resulted in a need for a new position of Chief/Principal Portfolio Officer. S/he will be an important part of the Department leadership team and will report jointly to the Blended Finance Senior Manager and the Partnerships Senior Manager. S/he will supervise and be supported by a team of dedicated staff.
This position is an exciting opportunity to work closely with IFC operations staff around the world, formalize a portfolio management function within the Blended Finance Department, and lead analytics and reporting on IFC donor facilities. The successful candidate will also have the opportunity to work across different industry groups and regions within a creative and results-oriented environment.
Roles and Responsibilities:
Donor Facility Supervision
1. Oversee the structuring and operational implementation of new and existing donor facilities. The Department currently has 28 facilities and is seeking to raise new multi-donor funds, thematic funds (e.g., gender, food security), and IFC-sovereign joint programs. Lead the creation and implementation of processes to operationalize these facilities, working across IFC with colleagues in Legal, Credit, Risk, Budget, and other areas.
2. Support Department staff, including Operations Officers, Facility Leads, and Partnerships Leads, to raise new funds. Provide oversight on developing proposals, obtaining accreditation or registration of IFC as an implementing entity, negotiating facility terms, and negotiating administrative fees.
3. Ensure overall coordination and harmonization of facility management practices across the increasing number of Blended Finance facilities of varying complexity and across different themes, with the objective of improving delivery efficiency while fully meeting stated legal obligations.
4. Streamline and standardize Facility Reporting to donors.
Investment Portfolio Supervision
1. Create a system to review and assess financial performance across the portfolio of IFC investments that use blended finance, monitoring the results (both financial and development impact) of different investment structures. Develop a system of strategic portfolio management and analytics that provides timely input to Management on potential issues in the portfolio and provides insights into how Blended Finance is enabling IFC's investments in sectors, regions, and themes.
2. Coordinate IFC's program activities for the IDA Private Sector Window, including with IDA's Development Finance team. Lead the preparation of periodic reports for IFC and IDA Management and IDA Deputy Meetings on the PSW portfolio of projects. Ensure that monitoring and evaluation activities are conducted as per IDA expectations.
3. Work closely on portfolio issues with Department Leads and coordinate with various IFC departments such as Credit, Special Operations, Regional departments, Financial Operations, Corporate Portfolio Management, Industry departments, and IEG.
Selection Criteria
1. MBA or other Graduate degree, specialization in finance strongly preferred.
2. Strong knowledge of private sector investment and concessional finance, alongside an understanding of the role of MDB/DFIs in private sector investment.
3. 15+ years of relevant experience in working on cross-border emerging market investments with a track record of leading the structuring, execution, and supervision of investments. Experience in local currency/capital markets/structured finance transactions. Knowledge of both real sectors (e.g. energy, infrastructure, manufacturing) and financial institutions is a plus.
4. Demonstrated experience in designing and implementing programmatic approaches and innovations in portfolio analysis and management of complex investment transactions.
5. Ability to master IFC's investment and portfolio management processes, including loan and investment documentation, accounting, and financial statement analysis.
6. Ability to grasp details, problem solve, identify key issues for action, and manage/incorporate stakeholder interests.
7. Excellent written and oral communication skills in English. Ability to explain issues and negotiate clearly and confidently. Ability to synthesize large amounts of information and create clear reports, including development narratives, for donors. Other languages, such as French, Spanish, and Portuguese, a plus.
8. Ability to manage and complete multiple projects simultaneously and to meet short deadlines. Resilience to work well under time and workload pressure.
9. Experience in low-income countries or frontier markets and/or significant experience developing frontier market projects is a plus.
