Job summary
Ormskirk PCN are seeking a new PCN Manager/Digital & Transformation Lead to join their forward thinking team.
The role of the PCN Manager is pivotal in supporting the delivery of PCNclinical and financial objectives, designed to improve the health of the PCNpopulation. The post holder will be responsible for providing operationalmanagement and business support to the practices within Ormskirk PCN, coveringa practice population of approximately 30,000.
Main duties of the job
The PCN Manager will form an integral part of the PCN leadership working alongside the Clinical Director and PCN member practice colleagues.
The post holder will act as the main point of contact of expertise, coordinate the successful achievement of all PCN DES contractual requirements, support the translation of national and local policies into meaningful actions, and support collaborative working between multiple organisations to achieve improved outcomes for the local population.
The post holder will also be responsible for financial management, working with OWLS leadership team to ensure they have oversight of financial entitlements, achieve targets that provide income, reconciliation of funds, management of the ARRS budget and available DES funding.
The post holder will be responsible for strategic oversight, keepingabreast of all changes likely to affect the service now and in the future,including the operational planning, designing, implementing and reviewing newservices and day to day management of these, for the PCN.
The post holder will be responsible for the development, management andmaintenance of systems and processes to ensure the PCN operates at the highestlevel of performance and accountability.

Employment will be with Out of Hours West Lancashire CIC Limited (OWLS). We host roles on behalf of the three West Lancashire Primary Care Networks (PCNs) and their member practices.

Ormskirk PCN - brings together four practices with a combined list size of 29,927
Skelmersdale PCN - brings together six practices with a combined list size of 57,705
OWLS is a small GP owned and led not-for-profit primary care organisation run by GPs and health professionals. As a not-for-profit organisation all the money we generate through service contracts is reinvested in providing patient care.
We were founded in the 90s by a small group of GPs to provide high quality out of hours services. In 2017, we became the West Lancashire GP Federation. The Federation supports and provides services for West Lancashire GP practices and provides a vehicle to bid for and provide innovative primary care services.

Job responsibilities
1. Be the first point of contact for Practice Managers with regard to delivery of PCN projects/schemes
2. Support the Clinical Director in delivery of the PCN DES
3. Analyse service specification, performance indicators and data collection requirements to inform design for new PCN services
4. Develop job descriptions, person specifications and selection and recruitment activities for new services (if required) to ensure the correct interpretation of the PCNs requirements have been understood
5. Develop metrics and other arrangements to support the subcontracting of services and subsequent contract management
6. To develop a single PCN wide business plan for the successful delivery of PCN DES obligations, and wider PCN asks
7. Be responsible for the management of operational processes of the PCN and for the development of Standard Operating Procedures for PCN services
8. In conjunction with OWLS Finance and Business Director, manage financial requirements on behalf of the PCN
9. Support recruitment, induction, and training of new PCN staff
10. Co-ordinate HR Management of PCN staff, including managing appraisals and Personal Development Plans
11. Seek and secure analytical resources to support the PCN in developing and implementing appropriate data and information-sharing mechanisms
12. Understand demand, capacity and activity and drive improvements in patient experience of access

Essential
13. Educated to degree level or equivalent significant experience
14. Formal Management Qualification or equivalent significant experience

15. Hold a management qualification appropriate to the post

17. Good knowledge and experience of General Practice; particularly understanding of the NHS long-term plan, the GP Contract and PCN DES
18. Experience of developing and implementing common systems and processes across teams and across service boundaries
19. Experience of facilitating and managing change
20. Minimum of 12 months experience in a senior role working with/in Primary Care
21. Clear evidence of managing financial accounts procedures and budget control
22. Experience of working on GP clinical systems
23. Experience of developing and implementing common systems and processes across teams and across service boundaries

25. Previous experience of line managing clinical and non-clinical roles
