We are looking to recruit a NRSWA Technical Advisor in Inverness to join the Specialist Service Delivery NRSWA Team (New Roads and Street Works Act) to support the Capital Programme, looking after the north area including the Islands. You’ll be working as part of a larger team under the guidance of the NRSWA Specialist Team Manager. In this role, you’ll guide, advise, audit, and look after Scottish Water’s reputation on all things relating to NRSWA and roads. You’ll also assist in the coordination and planning of road works and play a leading role in getting access to the road network, balancing the expectations of our Stakeholders both internal and external. Your goal is to ensure these projects meet Scottish Water’s statutory obligations and business objectives, while promoting the team’s “Safer, Better, Greener” initiative. What you’ll do You’ll enable the Capital Programme to progress with strong Stakeholder Management and by providing expert and timely advice and guidance on the New Road and Street Works Act (as well as other relevant Acts). You will take ownership for ensuring access to the road network across the Scottish mainland and Islands is granted in the timescale and manner necessary to allow projects to successfully meet their objectives and contribute to the successful delivery of Scottish Water’s business objectives. You’ll assist in identifying and evaluating risks and issues early in the project lifecycle and help by giving expert advice for solutions. An overview of the Traffic Management, type of reinstatement, and other engineering considerations will need to be evaluated to help de-risk projects. Coordinating with the various Road Authorities and other Utilities to gain road access in the planning stages is a critical outcome and you will develop and harness relationships with key stakeholders to deliver this. It is a dynamic role where Continuous Improvement is a key factor for Scottish Water’s success in delivering its programme in an efficient and affordable way and your insight and knowledge will play a key role in ensuring lessons are learnt for the benefit of the capital programme and wider business where appropriate. You’ll monitor and analyse the Scottish Road Works Register for various Road Authority Inspections and manage these accordingly. You’ll manage your own work schedule and balance tasks according to importance, time, logistical considerations, and statutory obligation. What you’ll need As you’ll be working with both internal and external stakeholders, you’ll need strong interpersonal and influencing skills, a dynamic mindset for problem-solving and understanding the wider picture, and confidence in your own communication and reporting skills. Experience with the Scottish Road Works Register (SRWR), knowledge of NRSWA, and a good understanding of Utility Road Works, There’s a few “nice to have’s” that could help you along the “road” –Lean training (white/ yellow belt or equivalent),would be a distinct advantage. Skills in MS Word and Excel is essential, and Power BI would be a real bonus. You’ll need to have a full clean UK driving license. If you’re new to Scottish Water, you’ll join us on a starting salary of £29,800. Performance-driven pay progression would then allow you to move through the range to a maximum of £35,760.
