To help us with our future we are looking for a Programme Director- Data Transformation & Digital Register to join us, challenge us and lead the modernisation of our data to enable our services to be quicker, more customer friendly across a diverse range of end users. We’ve taken paper services online and undergone a vast digital transformation already, but we now need your ideas and expertise to drive the digital and data innovation for the future. As our programme director for our ambitious data transformation and the creation of the future digital and geospatial Land Register, you will have overall responsibility for managing the roadmap, risks and delivery of a highly significant programme. This will transform the process of complex land registration, moving from a world of computerised paper into wholly modernised data foundations underpinning a wholly modernised system. This will both improve the effectiveness of land registration and unlock significant economic benefits from the interoperability and usability of our data. Alongside this main responsibility, the programme director will run other programmes/projects with linked agendas, as well as being an important member of our Senior Executive Team. As our programme director, you will be responsible for: Providing direction and leadership for the delivery and implementation throughout the full programme lifecycle. Providing clear leadership to geographically dispersed multi-disciplinary teams of 100. Developing and maintaining close working relationships with partners across and beyond HML. Create successful strategic stakeholder relationships to assist with the successful delivery of major programmes. Ensuring appropriate programme organisation structures and activities Scoping and securing sound commercial solutions and effective management of programme budgets in line with managing public money principles, including overseeing £100m programme budget. Developing and maintaining robust business cases to ensure appropriate return on investment is maintained by managing the key strategic delivery risks, providing strategic leadership in monitoring benefit delivery, ensuring resources are secured at appropriate points to maximise benefits from the programmes. Creating an environment where our people can succeed, effectively leading and developing your senior management team through clear delegation of responsibilities and agreement of performance criteria. Leading the wider team in line with HMLR’s value and culture, ensuring team is engaged, skilled and innovative while championing continuous profession development What we need from you: Demonstrable experience and associated evidence successfully shaping, leading and managing high value, high profile, complex and multifaceted programmes and projects. Significant experience as a proactive and visible driving force behind transformational change in large and complex organisations, including customer transformation. Able to understand, to help shape, and to communicate the business direction for data, for digital technology, and for the organisation more generally. Evidence of major business change programme sponsorship at organisation-wide level, including extensive stakeholder collaboration and driving realisation of agreed benefits. Significant leadership experience, including operating at ExCo/board level. Additional Information: The successful candidate must hold or be willing to work towards Major Projects Leadership Academy qualification.
