About the job The post holder will be responsible for delivering compliance and maximum value from a portfolio of industry contracts held by South Western Railway (SWR) in relation to its access and leasing arrangements. The position reports to the Head of Industry Partnerships and forms a key part of the team responsible for the Portfolio of Regulated Agreements. Working alongside the Regulatory Access Manager and the Stations & Depots Access Manager, the post holder will deliver efficient support across a range of contract and change management workstreams, achieving contractual compliance, best value as appropriate within the industry framework and franchise obligations, and sound process and project management. The role has a strong commercial focus, delivering key income and recovery streams for SWR, by way of efficiently handling relevant compensation mechanisms, access charging, analysis of contractual metrics, project management and change processes. Your main responsibilities will be: Provide support to Head of Industry Partnerships, Regulatory Access Manager and the Stations & Depots Access Manager across a range of activities, as required. Support the team in the efficient and compliant delivery of Track, Station and Depot access contracts amendments and obligations, protecting the interest of SWR's business and seeking maximum revenue and savings. Manage all aspects of Station Change, Depot Change, Network Change and Vehicle Change processes, as required and in concert with the Stations & Depots Access Manager and Regulatory Access Manager, achieving regulatory compliance while protecting the interest of SWR's business and securing appropriate compensation. Act as lead interface on project management issues arising from Change processes. Lead annual negotiations such as Station Qualifying Expenditure (QX), Depot 80/20 threshold reconciliation, optimising SWR's financial position as both beneficiary and facility owner. Liaise with relevant departments to provide ongoing analysis and assurance regarding the Schedule 4 possession compensation regime between SWR and Network Rail, identifying and pursuing initiatives in order to maximise SWR's income. Oversee the approval of invoices and purchase orders, and both the payment & receipt of monies owed under access contracts, liaising with relevant SWR departments and external creditors and debtors to ensure timely payments or resolution of disputes. Work closely with Finance functions to ensure that accurate budget forecasting and financial variance analysis is delivered in respect of income and expenditure arising from access contracts. You'll need to be: Educated to degree level or equivallent A proactive and organised approach. Effective time management skills, and an ability to work to deadlines. Numeracy and analytical skills, with good attention to detail and sound contractual understanding. Knowledge of the operational railway, the contractual framework within which it operates and associated regulatory processes would be a significant advantage Working pattern 18 hours per week across 2 days, within office hours.
