The Consumer Panel is an independent panel, set up by the FCA to represent the interests of consumers in the development of policy for the regulation of financial services. It is composed of consumer experts across the UK and acts as a “critical friend” to the FCA, across the full spectrum of the FCA's duties, giving a voice to consumer interests. It provides advice and challenge to FCA teams, the Executive Committee and Board at all stages of the policy life-cycle.
The Cost Benefit Analysis (CBA) Panel is an independent panel, established last year to provide advice to the FCA and Payment Systems Regulator (PSR) in relation to CBAs. It is made up of senior specialists drawn from a range of disciplines including academia and industry. The panel works closely with FCA teams, including our economists, in order to ensure that the FCA’s interventions are transparent, effective and proportionate to the harm we are seeking to address.
Both panels also report annually, publicly, and have frequent direct contact with the FCA Board and senior executives.
The Panels are supported by a dedicated secretariat team. The Manager of this team plays a pivotal role, leading the secretariat and advising the Panels’ Chairs and members. The Manager acts as a bridge between FCA teams and the Panels. They also work closely with the Manager of the other FCA and PSR Panels, as well as the wider leadership team of the Corporate Governance Division.
What will you be doing?
There are 4 key dimensions to this role:
1. Trusted adviser to the Panel Chair and members, helping them perform their role. This requires you to have a strategic grasp of the role of the Panels and the work of the FCA.
2. Managing relationships between the Panels and the FCA (including policy, risk, supervision, authorisations, the economics function, our Executive and the Board), ensuring effective information flows and relationships, so that the FCA obtains the full benefit of Panels’ expertise. The role also involves building relationships with external stakeholders including HM Treasury.
3. Leading the Panel’s secretariat team, to ensure they deliver and assist the Panels in their work, and – as a people manager – coaching and nurturing talent and skills. As part of this, providing performance reporting and demonstrating accountability and leading recruitment of Panel members.
4. Working closely with the Manager and secretariat team supporting the other panels (the Practitioner Panel, Small Business Practitioner Panel, Markets Practitioner Panel, Listing Authority Advisory Panel, PSR Panel), as part of the wider divisional leadership team within the Corporate Governance Division.
You will lead a team of c.6 individuals and report directly to the Director of Corporate Governance.

4. Work with a wide range of stakeholders, including at CEO/Board level, as well as consumer groups and senior economists.
5. Gain experience in “applying strategy”– linking the Panels’ remits with the FCA’s Strategy and Business Plan to help shape effective engagement between the two, and enabling the Panels to have the most positive impact.
6. Have the support and opportunity to share knowledge with the wider Corporate Governance Divisional leadership team and colleagues.

Minimum
1. Experience of managing teams and a track record of developing colleagues. This includes experience of performance oversight, reporting against targets and risks, planning and prioritisation.
2. Experience in public policy-making and/or an economics background.
3. Experience of engaging effectively with a range of internal and external senior stakeholders.

1. Proven written and verbal communication skills.

3. Professional gravitas and confidence to advise and influence stakeholder relationships at all levels.
