Please read the available documents below to support your application The Strategic Service sits within CCDA and oversees the strategic delivery of commissioned statutory care to learning disabled, physically disabled and autistic adults with Care Act eligible needs. CCDA is responsible for contracting, quality assuring and ensuring there is sufficient capacity to meet demand for Community Day Opportunities, Short Breaks, Shared Lives, Supported Living, Residential and Nursing care services from the internal and external market. CCDA leads on co-produced strategic development and oversees delivery of improvement plans. The value of commissioned disabled adult services is c£270m and whilst budgetary responsibility is owned by our social work teams, your role is crucial to supporting the delivery of efficient value for money services Successful partnership working to achieve strategic aims is a requisite of this role, working closely with the following stakeholders: Adult Disability Teams (Social Work, Occupational Therapy and nursing) External & Internal Market Care Providers Brokerage Solutions Team Provider Monitoring Assurance Team Strategic Procurement Team Finance & Performance Teams Other Commissioning Teams: Commissioning Older People Team; Integrated Health and Care Commissioning and the Community and People Wellbeing Team NHS partners including the ICB and Hertfordshire Partnership Foundation Hertfordshire Care Provider Association CQC About the role In this senior role you’ll have delegated responsibility for leading a team of expert strategic commissioning managers and officers, responsible for challenging service area portfolios Specific role requirements include: Supportively manage an agile Strategic commissioning team of 10 staff, ensuring appropriate response to presenting policy and provider priorities Oversee delivery of care Framework Tender and other commissioning processes in partnership with the Strategic Procurement Group Manage provider annual uplift awards and respond to Provider challenges Lead response to Provider contract notice handbacks ensuring people accessing services access alternative support in partnership with SW Teams Lead/support negotiations with care Providers Chair/support Safety and Improvement Process Provider forums Lead the Provider Review Team supporting delivery of Provider efficiencies and support ACS efficiency priorities whilst ensuring quality Supporting delivery of an Adult Physical Disabilities Strategy Overseeing delivery of our Short Breaks Strategy including addressing contractually, current need for Positive Behaviour Support Short Breaks Services. About you Essential: Commissioning experience at a senior/manager level within the public care sector Knowledge of national policy and statutory duties relating to services for disabled and autistic adults Have a strong personal commitment to equality, equity, diversity, and inclusion values, including coproduction with Experts by Experience and their carers Personal resilience, with ability to prioritise, and independently plan and deliver your Team’s work programme, providing robust oversight of strategic CCDA performance and activity Be solution focused, utilising creative strategic commissioning models to deliver the best outcomes for disabled adults. You will be flexible and willing to shape and develop this role to meet the needs of the service Excellent communication and negotiation skills enabling you to engage diverse stakeholders and overcome challenges, demonstrating resilience and able to chair high profile meetings Project management skills and a task and finish ethos, leading the delivery of key projects with the ability to work at pace Desirable: Experience commissioning for disabled and autistic adults.
