About the role
As our next Programme and Partnerships Manager you’ll play a key role in delivering key strategic objectives for the Council. A dynamic and instinctively collaborative team player, you will oversee the delivery of a portfolio of complex projects and programmes.
The role is integral to the well-established Transformation Team. The team’s focus is to improve the efficiency and effectiveness of services, provide support for key strategy and policy initiatives and drive innovation across the Adults and Health Directorate. Job Description
Job purpose : Play a key role in leading the successful delivery of strategically significant programmes. Responsible for leading and managing the Directorate Transformation Team to develop and deliver a broad range of improvement activity and drive continuous improvement initiatives, leading and contributing to cross Council projects, collaborative working with partners and Directorate management teams.
Responsibilities
11. Responsible for the development and delivery of the service plan as required and drive continuous improvement initiatives through leading and contributing to cross Council projects.
12. Support delivery of programmes of strategic significance to the Council to deliver services in line with Council priorities.
13. Lead complex change programmes to improve the efficiency and effectiveness of services and functions across the Adults and Health Directorate, involving determining business requirements, defining and scoping change initiatives, deploying resources, managing risks and issues, ensuring appropriate governance arrangements are in place and delivering high quality reporting.
14. Lead strategy and policy initiatives across the Directorate including co-producing key strategies and plans, co-ordinating activity and ensuring compliance with legislative changes and managing preparation for CQC assurance, peer reviews and inspections.
15. Maintain a strategic overview of a range of programmes, providing the framework for implementing initiatives and large-scale change, by conceiving, maintaining and communicating a vision of the desired outcomes.
16. Develop strong, dynamic and collaborative relationships, networks and partnerships that build trust to deliver better, people-focussed outcomes.
17. Provide visible leadership to the team, leading resource allocation and workflows, ensuring that objectives are delivered on time, within budget and to expected levels of quality. Work collaboratively to evaluate competing priorities and manage interdependencies.
18. Lead the continuous development of the team making the best use of our people, maximising the use of technology, supporting learning, development and best practice approaches to improvement.
19. Work within formal project and programme methodologies to lead the PMO function within the team, ensuring it provides a robust framework and key tools to support project delivery.
20. Represent the service including deputising for Senior Leadership Team when required providing briefings to senior officers, local ward Councillors and MPs.
21. Work with elected Members, MPs, service users, trade unions, and partners in ways that support inclusive, open and accountable government through the provision of strategic advice on risk management.
22. In line with the Budget Management Accountability Framework to be responsible and accountable for all financial resources within the service area ensuring value for money and working within financial regulations

Qualifications
23. Appropriate professional qualification or equivalent substantial knowledge and experience in the service area.
Working Context - You will work flexibly both at home and at various locations across the City and region. All colleagues should work in line with our hybrid working principles and spend regular time in the workplace to support service delivery, meeting the needs of the team and the requirements of their individual role. Hours are worked mainly Monday to Friday. However, you will be expected to work outside normal working hours, including attendance at evening/weekend meetings or events if required to meet the needs of the service.

24. Significant experience of leading change programmes, driving innovation and improving standards and performance.
25. Able to work collaboratively, negotiate and communicate to adapt to changing circumstances and ensure delivery on a range of programmes.
26. Able to demonstrate examples of managing teams to achieve quality outcomes.
27. Experience of senior leadership and developing high performing teams.
28. Experience of strategic and operational resource management including the evaluation of competing priorities and managing accountabilities.
29. Substantial knowledge of applicable, legislation, regulations, policies, inspections and performance information relating to adult social care.
30. Experience of leading and implementing strategy and policy initiatives. Detailed knowledge and understanding local government political systems and experience of working on politically sensitive issues.
31. Significant experience and commitment in relation to engagement in decision making processes. Experience of co-producing improvement and user centred design using strong facilitation skills.
32. Significant experience of developing productive working relationships with partners, stakeholders, Council Members, trade unions and Corporate Leadership Team.
