The Opportunity
Essex Highways manages one of the largest highway networks in the country. The Asset Systems and Data Officer will develop, implement, and maintain Asset Management Systems, ensuring effective use by managing relationships with all Highways Teams, stakeholders, and business partners.
Accountabilities
* Identify, design, plan, program, order, and monitor work and services to ensure future programmes are delivered on time and within budget.
* Provide specialist advice and guidance to senior leaders and the public on highway-related matters.
* Ensure strong budgetary control and financial management for areas of responsibility.
* Provide information to assist with the management and monitoring of the Essex Highways contract.
* Contribute to the provision of statistical and management information to stakeholders.
* Develop and manage the implementation of system management protocols for performance and management information.
* Ensure seamless information flow between Highways Teams, Partners, and Stakeholders.
* Manage and participate in key projects relating to Asset Management Systems.
* Liaise with colleagues to identify requirements for performance and management information.
* Define specific individual and shared targets annually within the performance management framework.
The Experience You Will Bring
* Educated to RQF Level 6 (Bachelor's degree) or equivalent experience in highways and/or transportation.
* Continuing professional development and expert knowledge in the relevant professional area.
* Experience with Highways IT Systems, particularly Confirm.
* Knowledge of budgetary governance and management.
* Extensive knowledge of Highway legislation and Health and Safety legislation.
* Post-qualification experience in highways and transportation project management.
* Knowledge of relevant engineering or service techniques and procedures.
* Ability to build and maintain effective working relationships.
Please note that the role requires mobility throughout the operational area. A driving licence and access to a vehicle is necessary.
