An exciting opportunity has arisen within South Warwickshire University NHS Foundation Trust. We are looking to recruit a Band 7 Deputy Finance Manager to join our Finance team. The successful candidate will assist the Senior Finance Manager to provide accurate, timely and meaningful financial information and advice to a range of individuals.
Main Duties of the Job
To support the Senior Finance Manager (Financial Management) in ensuring effective use of financial resources in pursuit of agreed Divisional and Corporate goals. To support the Senior Finance Manager (Financial Management) in budget setting, financial planning, forecasting, monthly monitoring and reporting within corporate standards and timetables. To deputise for the Senior Finance Manager (Financial Management) as appropriate.
Job Responsibilities
To support the Senior Finance Manager, providing financial information, advice and support to the Associate Director of Operations, Associate Medical Directors and other divisional staff. To meet regularly with budget managers to ensure that the financial position of the division and the Trust is understood and that any potential financial problems are identified early enough for corrective action to be taken. The post holder must be capable of influencing the budget managers to ensure achievement of the divisional financial objectives and balancing the budget.
To have responsibility for some aspects of budgetary management as delegated by the Senior Finance Manager, including monitoring of performance and providing advice on corrective action as necessary. To take a lead role in the annual budget setting process for delegated departments/sub-divisional areas within the division.
The post-holder will support the Senior Finance Manager in the delivery of financial balance for the division and for the management/monitoring of cost improvement and cost control programmes to support the achievement of balance.
To undertake where relevant lead responsibility for the implementation and monitoring of recharging mechanisms to improve budgetary control.
To ensure that the approval to recruit process is adhered to and ensure that the establishment database is up to date.
The postholder will lead the month end close down process for the team, according to timescales and ensure that robust draft financial information is available for the Senior Finance Manager to review.
The postholder will support the Senior Finance Manager in the final production, interpreting, forecasting and reporting of the financial position of the division in accordance with both internal and external requirements.
To assist budget managers in identifying and achieving cost improvement targets, income generation targets and ensuring value for money, undertaking reviews of all existing practices with the aim of improving efficiency.
Provide regular financial advice and support to the Associate Director of Operations, Service Managers, other Heads of Department and Lead Nurses on sometimes complex and sometimes confrontational issues, creating performance, monitoring and correction reports where appropriate to allow informed decision making to take place.
To provide the Senior Finance Manager with corporate information necessary to enable corporate financial reporting. This will include explanation of significant variance movements for inclusion in the corporate Executive Finance and Performance Committee and Trust Board report.
To ensure that for the areas of responsibility as delegated by the Senior Finance Manager, budget setting, financial planning, forecasting, monthly monitoring and reporting to divisions are done to the required standards and timetables.
To support the Senior Finance Manager in the development of new costing and budgeting methodologies to provide information for both managerial and commercial purposes.
To support the Senior Finance Manager to review the division costs relative to national norms and other provider units and establishing verification of significant variations.
To jointly develop a budget holder manual with other Deputy Finance Managers and increase the financial capability of management teams through the provision of financial awareness training and continuous support for senior managers and service leads within the division.
Participate in ad-hoc working groups on particular issues as required, representing the finance department.
To provide input as required to the Trust's statutory financial reports.
To ensure that the Trust's standing financial instructions and codes of procedures are adhered to at all times.
To assist generally in the financial management of the Trust.
To work with the Senior Finance Manager and the Associate Director of Finance to provide robust financial risk evaluations of business cases, service developments.
To work with the Senior Finance Manager and the Associate Director of Finance to analyse the financial impact of capital equipment proposals and purchase options.
The postholder will work with the Associate Director of Finance to ensure that any statutory returns are completed and also begin to learn about the cash flow implications of the financial position.
The postholder requires expert knowledge and experience of all financial systems and must be able to interrogate financial information systems and manage the data to provide managers with high quality and timely information for decision-making. Ability to use experience and knowledge to identify income and expenditure trends, and divisional year-end positions.
Creates sometimes complex spreadsheets using advanced spreadsheet skills to provide ad hoc costings/information to managers. Uses other software packages for specific purposes e.g. database.
To ensure that own professional skills and knowledge are regularly updated through mandatory continuing professional development (CPD).
Plans own workload whilst ensuring that staff meet financial timetables/priorities/deadlines set by Senior Finance Manager/Associate Director of Finance.
The postholder is required to deputise for the Senior Finance Manager as required.
Any other duties as commensurate with the grade of the post.
Knowledge, Skills and Experience Required
The postholder must be a fully qualified member of Consultative Committee of Accountancy Bodies (CCAB).
Person Specification
Qualifications
* Graduate or equivalent plus professional postgraduate accountancy qualifications. CCAB finalists or newly qualified will be considered.
Experience
* Three years' work experience in a finance role, as a minimum OR a similar level of knowledge acquired through experience.
* In-depth specialist knowledge and understanding of financial management, budgetary control and relevant accounting procedures/principles.
Skills
* Expert user of Financial Systems and databases, in particular E-Financial and Excel.
* Demonstrable evidence of influencing and persuading.
* Highly numerate and analytical.
* Good report writing skills.
* Understanding of current NHS structures and key policies especially SLR and Foundation Trusts.
* Knowledge of acute hospital environment.
* Ability to lead and motivate staff.
* Able to plan and prioritise workload effectively.
* MS Access skills.
* Experience at managing staff.
