Assistant Director of Education

Rate: Negotiable dependent on experience (Inside IR35, via umbrella)
Hours: Part time, 3 days per week, hours
Location: North Lincolnshire Council
Working pattern: Predominantly remote working
Duration: 6 months initially
Our client is seeking an Assistant Director of Education. This is an initial 6-month contract, with a high likelihood of this extending see below for more details:
The postholder will have a system leadership role in assisting the work of the Director of Children and Families in ensuring the council meets its legal and statutory obligations as set out in the Children’s Act 2004, the Local Authority Social Services Act 1970, the Education Act 1990 and Children & Families Act 2014 to:
1. Lead professional for education; developing the purpose of schools and settings within their communities, holding to account for high standards, and driving equality of opportunity through accessibility and inclusion
2. Embedding and enhancing the One Family Approach, so that North Lincolnshire is a place of opportunity for all children, young people and families, innovating through integration, system redesign and shared approaches
3. Enabling children, young people and families to build upon their strengths and find solutions when things are not going so well
4. Protecting children and young people, while enabling them to live within their family, attend their school and be a part of their community
5. To deputise when required for the Director Children’s & Families (DCS) (and other Executive roles as required) exercising decision making on behalf of the Council commensurate with the scheme of delegation
6. Providing strategic system leadership as a member of the council’s senior leadership team
Functions:
Provide strong, forward-thinking and positive leadership and management of Children’s Education and other resources and partnerships in order to deliver ever[1]improving performance relating to the functions for which the post holder has lead portfolio responsibility, principal amongst which are:
7. Capital Buildings and Education Visits
8. Compliance and Case Management
9. Disability Services
10. SEND
11. Governor Services
12. School Improvement Services
13. Early Years – standards, sufficiency, access, and funding
14. Health Commissioning / Interface
15. Emotional wellbeing and neurodiversity
16. Speech and Language Therapies
17. Other health commissioning
18. Partnership interface across the health community
The post will also be the overall strategic lead children’s education and will deputise for the DCS as required.
Requirements:
19. Knowledge and understanding of national social care and education agenda
20. Knowledge and understanding of the relevant regulatory frameworks and requirements for Children’s Social Care and Education
21. In depth knowledge and understanding of child protection policies, procedures, guidance, legislation and practice at a local and national level.
22. Ability to engage locally, regionally, and nationally to positively influence developments
23. Experience of leading and managing people and service performance in a diverse and complex environment
24. Experience of strategy development and implementation of planning, commissioning and performance frameworks in a multi-disciplinary and partnership environment
25. Experience of managing large and varied budgets in the context of complex and competing demands
26. Strong commitment to diversity and inclusion
27. Knowledge and understanding of legal processes and issues relating to court work including criminal and civil law.
28. Highly motivated, enthusiastic, strategic leader able to drive change at pace and credible, commanding respect in a wide range of circumstances
29. Good understanding of Local Government and operating in a political environment
30. Skills and experience in translating national policy and legislation into local solutions
31. Excellent communication skills together with networking skills that inspire trust, encourage creativity, forward thinking and engagement
32. Understanding of the relevant legal, commercial, political, operational and social aspects of a diverse and complex environment

34. Professionally qualified, having credibility in one or more relevant service area
