Defence / Infrastructure Commercial Manager:

Description:
We have opportunities for security cleared Commercial Managers at all levels to join our ever expanding Scotland team. We support our clients in delivering programmes in the Defence, Real Estate, and Infrastructure sectors across Scotland.
Our roles will suit individuals with broad commercial management experience including:
1. Procurement, strategic sourcing, category management, industry practices, transformation and change, efficiencies, innovative contractual arrangements, contract management, tendering processes and analysis, stakeholder management.
2. This role will operate on a hybrid working routine, with time expected in our office and a minimum of two days per week on our client sites.
3. Provide commercial support on site to Multi-Disciplinary Teams.
4. Assist with the audit and cost verification activities including close out of Task Order of Defined Cost.
5. Prepare field change Cost Advice for the Area.
6. Ensuring compliant management of scope change; all Compensation Events (CEs) are validated and recorded in CEMAR.
7. Support and foster a positive Nuclear Safety Culture (NSC).
Desirable:
1. Practical understanding of the issues faced in the Defence & Security sectors.
2. Experience of working on high-profile and complex procurement projects.
3. Defence: Experience of complex commercial procurements in Defence, major capital projects, or analogous industries would be of significant interest.
Responsibilities:
1. Drafting and negotiation of main contracts throughout the lifecycle of project development and execution.
2. Working alongside the project management team to ensure a successful project delivery, balancing risk with solutions that are commercially and contractually viable.
3. Overview over critical milestones, assessing and managing in line with contractual obligations.
4. Direct and process change, compensation event / variations on the project in compliance with our client's commercial interests.
5. Provide interpretation of contracts, process correspondence with parties of the Contract and monitor the delivery of contractual obligations.
6. Manage the commercial relationship and communication with contractors during the delivery stage of the project sustaining close dialogue to ensure that issues are dealt with proactive foresight.
7. Ensure timely delivery of the contract within the set mandate.
8. Drive governance processes and required presentation material towards different stakeholders and decision bodies such as the Steering Committee.
9. Contribute to further developing processes regarding contract and claims management.
10. NEC or Framework Contract experience.
11. Participate or host informal and formal training sessions with our AtkinsRéalis teams and practices.
Qualifications:
1. UK MoD Security Cleared - Essential or must be able to attain as a minimum.
2. Degree qualified and CIPS or MRICS qualified (or working towards).
3. Excellent written and oral communication skills.
4. Inquisitive and problem-solving skill base.
5. Public sector procurement experience - PCR Regs.
6. Demonstrable commercial management experience.
7. Intermediate user of Microsoft Excel.
8. Experience in major public sector programmes is essential: Defence or the Nuclear sector would be beneficial.
9. Ability to work collaboratively in a multi disciplined programme team environment.
10. Preferably educated to degree level in a relevant subject (e.g. RICS or construction management) or equivalent level qualification or relevant experience.
11. Essential experience of the Commercial Manager.
12. Proven track record in large-scale projects, leading teams with a 'can do' attitude preferably in the defence, nuclear or similar regulated sector.
13. Working knowledge of NEC contracts and contract management software (CEMAR).
14. Experienced in facilitating client audit of Defined Cost and providing record / cost verification.
15. Ability to make decisions within delegated authority and prioritise team workload.
16. Experience in working in a joint ventures/alliance environment is desirable.

This role may require security clearance and offers of employment will be dependent on obtaining the relevant level of clearance. If this is necessary, it will be discussed with you at interview.
