We are looking for an experienced professional with a strong understanding of the planning system, able to lead and inspire a team of highways development management and agreements officers to support economic growth across the County.
This opportunity comes at an exciting time with the recent Devon Housing Commission report highlighting the urgent need for additional, affordable housing in the County, and National Planning Policy Framework changes likely seeing higher housing targets across Devon. Ambitious plans for garden villages and a further new community are coming forward at pace and the postholder will have a key role in shaping the work of the team to secure contributions and delivery of infrastructure to support active, safe and accessible developments across the County.
Devon’s diverse and vibrant mix of urban and rural communities presents different transport challenges and opportunities and will require innovative thinking and problem solving to secure the best outcomes for Devon residents. Embracing latest design guidance and national and local policies including the Local Transport Plan, the postholder will have significant influence in creating places that support Corporate health and wellbeing, decarbonisation and economic recovery aims, including keeping Devon’s large transport system moving.
As a senior leader, experience of speaking to Planning Committees and at appeals will be essential parts of the role, with detailed knowledge of planning and highways legislation and its application. The postholder will use their strong interpersonal skills to develop strong relationships internally and externally across the public and private sectors, and will work closely with the Housing Lead at the County Combined Authority and other Government agencies to underpin the growth and inclusion ambitions for the County.
