Job Purpose A Senior Technical Project Manager works with a business or product owner to deliver one or more technology projects and act as a point of escalation. They deliver expected outcomes and meets stakeholder expectations within the brief and constraints of time, cost, scope and quality; and apply the most appropriate project delivery methodology as needed to deliver a successful outcome. Projects may stand alone, or be part of a programme. They mentor and sometimes line manage Technical Project Managers and Assistant Technical Project Managers. Key Responsibilities and Accountabilities Manage one or more technology projects, or a workstream within a programme, to deliver the agreed outputs, outcomes and benefits within the agreed time, cost and quality constraints. Work with senior stakeholders to establish appropriate project governance, maintaining project delivery momentum with clear status reporting and proactive management of issues, risks and dependencies Ensure a project plan is in place, including deliverables/outputs defined against clearly articulated outcomes. Ensure plans are visible, actively communicated and understood by project team members, external/3rd party suppliers and key stakeholders.A typical scale of project delivery responsibility for a Senior Technical Project Manager role would take into consideration (1) project budget (2) size of project team (3) complexity (4) stakeholders (5) management of external suppliers/3rd parties. Typical indicators for a Senior Technical Project Manager are: •Financial or allocated staff responsibility equivalent to budget of up to c. £10m and a staffing level of 8 (including third parties).•A duration of approx. 12-18 months•Complex Project with multiple senior stakeholders•External /3rd party suppliers (e.g. technology or software suppliers, systems integrators) Approach and PlanningWork with senior business owners and stakeholders to understand the strategic objectives and establish the project objectives, outputs, outcomes and high-level benefits to be delivered. Ensure common understanding of scope, good estimating, solution development and management of risk.Agree an approach for procurement, engagement of third parties (e.g. suppliers of technology/software, systems integrators, contractors).Work with Technology Operations to agree an approach for service design, support and transition to BAU. Ensure alignment with technology strategy via the relevant technical design authority. Produce a project management plan (PMP) or equivalent to get agreement with stakeholders for the purpose, nature and scope of the project and secure approval to proceed. Contribute to or produce the relevant documentation (e.g. Business Case) to secure investment or resource allocation.DeliveryManage the project or workstream to deliver the agreed output, outcomes and benefits within the agreed scope, time, cost and quality constraints Apply oversight and evaluate, monitor and manage risks, issues, assumptions, dependencies and change requests, escalating those outside tolerance if appropriate. Effectively manage people (including third parties) and other resources. Maintain suitable project plans, and manage day-to-day progress against a detailed plan.Monitor project progress, regularly report on status and initiate corrective actions. GovernanceSupport the project sponsor to lead the project working group/steering group (or agreed governance) for successful project delivery incl. appropriate stakeholder representation. Provide reporting to senior stakeholders and relevant governance forumsEnsure controlled phase/project closure with appropriate review of performance, sharing of lessons learned, handover specifics, ongoing ownership and a planned post implementation review.Lifecycle Understand the different phases of project delivery and plan and lead each phase. Lead a project team and maintain appropriate governance, tracking and reporting throughout the project delivery phases. Have a recognised project management qualification (APM PMQ, PRINCE2 etc) or equivalent experience and apply good practice to the projects you manage.Business Change and Stakeholder EngagementSupport the business by ensuring change management activities are executed incl. relevant training and active engagement with users to enable effective adoption of technology and optimisation of benefits.
