Government has set the ambitious target of a clean power energy system by 2030 and reduce our reliance on fossil fuels to protect ourselves from future price shocks. The build out of the electricity transmission network is a key element of meeting this 2030 target. The National Energy System Operator estimates that this will require twice as much in the next five years as was built in total over the last decade. Ofgem's role in ensuring that the required network upgrades are delivered on time and represent good value for consumers is therefore essential. Person specification Key Responsibilities and Team Purpose In 2022 we identified over £20bn of critical investment that is subject to the accelerated regulatory process under the Accelerated Strategic Transmission Investment (ASTI) regime. These transmission projects are critical to the delivery of Government's 2030 Clean Power Plan. As such, these critical upgrades, which are being procured by Transmission Owners require an accelerated assessment of the efficient costs to pass on to consumers. This team manager role will lead a diverse team of specialists to: set the efficient costs for large (>£100m) projects needed to achieve our net zero objectives, administer the Delay Events and cost reopeners allowed within the ASTI licence regime Implement the policy decisions in TO licences of the December 2024 decision on the Funding and approval framework for onshore transitional Centralised Strategic Network Plan 2 projects Develop appropriate and proportionate delivery tracking and intelligence gathering of the progress of 2030 clean power critical investments General Responsibilities Delivery of set of team deliverables, and managing and co-ordinating successful outcomes across team members and collaborating teams Sets clear and transparent work objectives, milestones and success metrics at team and individual level to oversee and co-ordinate successful team outcomes. Essential Criteria Experience in project delivery of critical infrastructure - ideally including procurement and/ or managing commercial contracts on behalf of the public sector.
