Deputy General Manager Gastroenterology, Endoscopy, Renal & Hepatology, Band 7
The post holder will lead a programme of initiatives across the service line to deliver service and process improvements. The post holder will have delegated general management responsibility for a defined area or areas, with particular focus within the Gastroenterology, Endoscopy, Renal & Hepatology service areas.
The post holder will assist the management team with other key performance areas, such as working with clinicians to achieve the process changes needed to achieve the 18 week referral to treatment target, DM01, Cancer etc., ensuring that the Division meets the requirements of the Trust's efficiency programme and working closely with staff across the Division to ensure that it meets the NHSLA assessment standards.
Main duties of the job
1. The post holder will need to establish immediate credibility within the organisation and be able to develop and maintain effective working relationships at operational and senior management levels.
2. The post requires a high level of direct communication and complex negotiation with Clinical Leads and a broad range of departments' senior managers across the Trust.
3. The post holder will promote the consistent and effective use of management tools and methodologies through their own work across the Division and with stakeholders across the Trust.
4. The post holder must be able to effectively interpret and understand complex data and information to inform decision making processes.
5. The post holder will have a key role in maximising the quality and effectiveness of the use of resources within specific departments of the Division, through the implementation of service and process improvement initiatives.
Job responsibilities
1. To develop, plan, organise and manage an agreed programme of improvement initiatives aligned with the corporate objectives of the Trust.
2. To monitor and adjust these plans to respond to issues and changes in scope and priorities ensuring the links and dependencies between the initiatives are identified.
3. To provide regular verbal and written progress reports to the Divisional Management Board.
4. To provide formal written performance management reports to specific Divisional groups and appropriate Operational Forums, on progress with the implementation of service and process improvement initiatives.
5. To ensure that the scope and deliverables of the programme of initiatives will result in operational and organisational benefits.
6. To ensure all service and process improvements are evaluated and where appropriate that the organisations strategic direction is influenced by the results.
7. To develop and implement effective communication and engagement plans to support the achievement of operational benefits.
8. To develop and deliver staff and management training plans to support and enable the service improvement initiatives.
9. To have the delegated general management and line management responsibility for a defined area or areas as directed by the General Manager and to deputise for the General Manager when required and during times of annual leave.
10. As budget holder for specific operational budget to be responsible for the allocation of resources, authorise expenditure, monitor and report spend and take appropriate action to remain within budget. In addition, to actively contribute to the drawing up of service budgets related to key projects and related financial initiatives and to be responsible for ensuring budget adjustments are made to achieve associated savings.
11. To work with change management leads in other areas to identify links and dependencies.
12. To make formal presentations to groups across the Trust.
13. To facilitate collaborative working across organisational boundaries.
14. Line management duties relating to recruitment, performance management, appraisal and development of staff within specific areas of the Division.
15. To carry out other duties as required from time to time as directed by the General Manager or the Divisional Director of Operations, Chief of Service and Divisional Nursing Director.

Qualifications
Essential
* GCSE English and Maths to C grade or higher
* Management qualification or demonstrable experience
Desirable
* Educated to a degree level or equivalent
* Evidence of ongoing professional development such as attendance at management training (I Lead, I Manage)
Experience
Essential
* Experience of working within the NHS, ideally within an acute hospital environment
* Specialist knowledge and experience of operational and change management, including change and project management in a large organisation working across team or multi-disciplinary boundaries
Desirable
* Previous experience in a relevant speciality
Knowledge

* Demonstrable knowledge of techniques for planning, monitoring and controlling projects and programmes
* Knowledge and experience of budgets and resource allocation procedures
* Capacity and demand modelling knowledge and evidence of implementation
* In depth knowledge of Cancer and 18 week RTT targets and their application
* Ability to work on own initiative and prioritise their own workload and others workload within agreed objectives
Desirable
* Able to effectively and appropriately analyse data and interpret results
