The Estates & Facilities Division is looking to recruit a Property and PFI Manager to support the development of resilient, integrated contracts. Reporting directly to the Strategic Programme Manager, you will work closely with procurement teams and colleagues across the division.
As a senior member of the Estates & Facilities Management (EFM) team, you will play a key role in shaping, developing, and delivering high-quality contracts that enhance service delivery across the organisation.

Main duties of the job
The Property Services Manager reports to the Strategic Programme Manager and shall be accountable for delivering an agreed annual programme of work in relation to the Trust’s property functions as well as supporting the Strategy & Commercial team in delivering the Estate Strategy.
You will be required to deputy for the Strategic Programme Manager and represent the Commercial team in internal and external meetings.
Provide expert specialist professional advice on all aspects of property management including property technical surveying including responsibilities relating contracted and contractual maintenance, repair, refurbishment and restoration and legislation.
Be responsible for coordinating all aspects of the agreed transition and handover process for Hertford County Hospital, ensuring seamless continuation of safe provision of healthcare and support service operations as the PFI arrangements come to a close in 2033.
Lead the planning, execution and tracking of agreed PFI life cycle projects to ensure they are complete, compliant, commissioned, and certified and that they meet the contractual and expiry obligations for condition at expiry and meet future needs of the Hospital.

Qualifications/ Training
* Relevant educational and professional knowledge to degree level
* Significant relevant experience in asset management, property surveying, construction and/or related estate management.
* Specialist knowledge acquired through post graduate courses (e.g., Management, Project management and/or property, commissioning and health care premises)
* Incorporated level or equivalent membership of a recognised professional institute (e.g., Assoc RICS, RICS, CIOB, CIAT, IHEEM, BIFM, CIBSE).
* Full Membership of a recognised professional institute (e.g., RICS, CIOB, CIAT, IHEEM, BIFM, CIBSE)
Previous Experience
* Property Transactions
* Project Management
* Delivering projects within time/cost/quality framework
* Negotiating, Change Management and Conflict Resolution
* Building Surveying
* Property Maintenance agreements
* Space Utilisation and management
* Knowledge of health specific technical standards HTMs, HBNs etc.
* Working knowledge of the Landlord & tenant Act 1954
* Experience in lease interpretation, re-gearing, deeds of rectification/variation
* Act sensitively to staff relocation because of selling properties
