As one of our Heads of Policy, you will lead a multi-disciplinary team responsible for developing and maintaining the strategic direction for DVSA’s vehicle related services. There are two posts available – one covering our Commercial Vehicle Enforcement and the other Commercial Vehicle Testing & Vehicle Approvals.
Each role ensures that there are a range of policies, procedures, products and services that best meet policy objectives, whilst ensuring end user needs are met.
Each role holder will act as an interface between DfT stakeholders, the Trade, the Motoring Public and DVSA operational teams to ensure the effective implementation of policies or procedures. The focus will be in ensuring that digital services meet those needs – and provide their part in cohesive.
You will sit alongside other leaders to ensure that DVSA has coherent end-to-end commercial vehicle and related services – supporting a compliant industry.
The Head of Commercial Vehicle Enforcement Policy role, sits across the enforcement work that DVSA does across the Heavy Goods and Passenger Service vehicle sectors – as well as also touching on lighter commercial vehicles (such as vans). This covers the work that DVSA do in enforcing rules – primarily around road safety – and includes much of the guidance materials published to help make the rules clear. Priorities at present include looking at improving effectiveness of the sanctions regimes, and developing initiatives to improve compliance in some hard-to-reach sectors.
The Head of Commercial Vehicle Testing and Vehicle Approvals Policy sits across two services that DVSA deliver – commercial vehicle testing (essentially the MOT and related tests for Heavy Goods and Passenger Service Vehicles), and vehicle approvals (which are number of lower volume services checking that vehicles (of all shapes and sizes) meet standards before use on the road). In both cases the policy area bridges the standards we apply, but also process and policy in how the services operate – and best deliver to the end customer.
Responsibilities include but are not limited to:
* Ensure delivery of effective policies and procedures across the service area.
* Proactively provide advice and support across DfT and DVSA to ensure the improvement of each service – ensuring it best meets policy objectives, and meets user needs.
* Act as an influential interface between all departmental stakeholders, the trade, customers and DVSA operational staff to ensure effective implementation of new policies or revised legislation.
* Execute management responsibilities effectively, working with, leading and acting as a role model for team members and colleagues, ensuring capabilities to best deliver service objectives.
* Demonstrate leadership by providing influence, direction and guidance to teams in the delivery of objectives.

This role can be based in Birmingham, Swansea, Nottingham, Bristol, or Newcastle, your presence at one of these locations will form part of the working arrangements agreed with you. We operate a hybrid working model giving you greater flexibility about where and when you work.
This role is suitable for hybrid working, and therefore a combination of workplace and home-based working can be accommodated subject to business requirements. Hybrid working is a non-contractual arrangement where employees have the flexibility to work remotely combined with a minimum of 60% of their working time a month at either their principal workplace (one of the locations cited in the advert) or, when required for business reasons, to carry out separate duties at alternative working locations or DVSA sites. There may be occasions where you are required to attend above the minimum expectation.
