This contract with our central government client is for a Technical Project Manager for 6 months based in Liverpool, London as and when required, Change Management and Business Improvement (CM&BI – part of Strategy, Performance and Change Directorate) have been developing a process and associated resourcing model for Technical Change with Technology & Innovation Directorate within DBS. This is giving consideration to current demands of supporting the Legacy Estate, transitioning to the new estate, and anticipated future demand for technical change roles using internal resource where available. This contractor will work on the delivery of future Tech Roadmap projects: (detail which) as the Technical Project Manager. The Tech Roadmap is being resourced through a blend of CCL delivery roles and DBS Project Managers, the ongoing requirement to support the DBS’s legacy estate and technology projects that are enablers for Legacy Technology Estate Replacement programme is resulting in ongoing demand for technical change roles with experience of associated legacy technologies. Requirements
* Supplier management – working with multiple suppliers
* Good planner, problem solving, good assurance, good around governance
* 10+ years Project management experience (infrastructure PM ideally)
* Data base migrations / Oracle on premise
Essential skills and experience:
1. Proven ability to undertake detailed analysis of technical designs and provide the business with assurance of supplier designs and proposals.
2. Capable of leading VFM challenges of technical proposals and manage technical interdependencies within a project / programme.
3. Bridge the gap between the technical and non-technical by speaking on behalf of technical teams and facilitate relationships with indirect stakeholders.
4. Experience across physical and cloud-based architectures. An understanding of operating systems and oracle products preferable.
5. Understand how governance works and what governance is required by taking responsibility for the assurance of parts of a service and know what risks need to be managed.
6. Good project management skills including planning and change management.
7. Make decisions characterised by managed levels of risk and complexity and recommend decisions as risk and complexity increase. Resolve technical disputes between peers and indirect stakeholders, taking into account all views and opinions.
8. Apply strategy, using patterns, standards, policies, roadmaps and vision statements, challenging them and providing guidance.
9. Understand trends and practices outside your team and how these will impact your work. See how your work fits into the broader strategy and historical context and consider the patterns and interactions on a larger scale.
Qualifications:
1. Practical experience and a proven track record of successfully managing various projects/programmes of large and medium scale and complexity using both Waterfall and Agile project methodology in cloud-based environments.
2. Be qualified to PRINCE2 Practitioner Level or certified with an equivalent project management qualification.
3. Have experience working with and managing key stakeholders, including external suppliers.
4. Have managed teams and individuals both in delivering projects and with respect to corporate line management.
5. Have the ability to deal with complexity, managing issues to resolution and making effective decisions.
6. A sound knowledge and application of architecture in a government or regulated environment.
7. Having led business case development, including feasibility assessment of new projects or change.
