Main duties of the job
You are responsible for:
14. supporting the provision of a professional financial accounting and assurance service to the Authority.
financial governance, stewardship, reporting and regulatory duties within the NHSBSA.
15. support the production of the NHSBSA’s statutory Administration accounts with technical assistance and liaison with National Audit Office
16. treasury management oversight, monitoring and draw-down of cash, liaising with Government Banking Service and reporting to DHSC

Detailed job description and main responsibilities
In this role you're accountable for
FINANCIAL ACCOUNTING AND REPORTING
25. Planning and managing the closure of year end statutory accounts, ensuring compliance with professional accounting standards.
26. Writing papers and presenting information to the Audit Committee on annual account considerations, particularly income and expenditure, creditors and debtors, analytical review, assets and liabilities, leases and provisions, and accounting policies.
27. Ensuring financial controls are in place across all financial accounting systems, procedures and processes. Managing financial accounting systems to meet audit requirements.
28. Developing policies and procedures in line with statutory and NHS guidelines.
29. Advising on complex corporate issues demonstrating an in-depth specialist knowledge of NHS financial and accounting procedures.
30. Providing financial expertise and input on highly complex and strategic business cases and option appraisals.
31. Working closely with the National Audit Office on accounting issues relating to the NHSBSA.
Financial Accounting
32. Line management of financial accountants.
33. Ensuring all relevant accounting rules and guidance from the DHSC, International Financial Reporting Standards as amended by Treasury are followed explicitly in the place-based transactions and provide appropriate advice to senior level staff on all financial reporting and regulatory matters.
34. Giving complex technical advice to stakeholders on issues of financial control, IR35, VAT Accounting and International Financial Reporting Standards, employment tax legislation
35. Ensuring the team provides accurate and timely monthly monitoring returns for submission to the relevant statutory regulators
36. Ensuring NHSBSA compliance with all statutory and best practice codes in undertaking its financial transactions.
37. Leading the development of local procedure notes to support governance arrangements.
38. Collaborating to deliver statutory annual accounts, and other returns for example Agreement of Balances, VAT.
Financial Governance
39. Supporting the Head of Financial Strategy and Planning and Director of Finance to ensure all functions within the Strategic Financial area have appropriate policies and procedures in place.
40. Challenging and overseeing the quality of execution of controls within the Finance function.
41. Reporting regularly on control risks and initiatives to key stakeholders.
42. Using financial knowledge and skills to interpret and implement financial legislation, accounting standards and DHSC/NHS specific policies, ensuring local application where required.
43. Working closely with the NHSBSA’s Internal Audit provider to ensure that any recommendations relating to the efficiency and probity of control functions are implemented.
44. Raising financial awareness of NHSBSA staff and providing training as appropriate.
45. Act as the subject matter expert on financial controls.
Fixed Asset Register
46. Assuring financial and balance sheet information
