POSITION DUTIES
The Housing Inspector manages the process and conducts inspections of housing units for the Housing Choice Voucher (HCV) Program in accordance with the Department of Housing and Urban Development (HUD) Housing Quality Standards (HQS)/NSPIRE requirements, federal, state, and local building codes. This includes identifying potential exigent health and safety hazards, enforcing corrective action plans, providing technical assistance and training to property owners, and offering customer service to HCV participants and stakeholders. The individual must maintain a valid driver’s license, walk 3 to 5 miles each day, bend, stoop, and climb stairs, and be able to carry a tablet weighing 2 pounds. The position involves extensive travel and long-distance driving.
MINIMUM QUALIFICATIONS
Experience: Seven years of housing development experience in residential or commercial real estate development, governmental housing, community development, or infrastructure development programs, including market research, planning, financial management, loan or grant program administration, capital projects, or project development. Candidates may substitute a Bachelor's degree from an accredited college or university in urban planning, financial management, business or public administration, political science, economics, marketing, management science, or a related field, and three years of housing development experience for the required experience. Graduate credit hours may also be substituted on a year-for-year basis for up to two years of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Experience performing Housing Quality/NSPIRE inspections of housing units for the Housing Choice Voucher (HCV) program and experience enforcing Housing Choice Voucher regulations.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
