Daily responsibility for the Trunk Road supervisors and administration of the manual workforce in the safe and effective delivery of Trunk Road Services, including assisting with organizing all aspects of operational services as allocated by the TRS Manager.
To ensure all services, operational routine and cyclical maintenance activities including reactive and emergency response incidents of the Trunk Road Network are carried out in accordance with statutory legislation, specifically but not limited to Welsh Government's Trunk Road Maintenance Manual (TRMM).
1. To ensure efficient use of all resources within the available budget.
2. To work with and contribute to the development of any advances in technology which may become available in line with the Authority’s e-governance policy which enhances service efficiencies.
3. Assist in the production of reports, maintenance records of outputs, performance information, and verifying daily labour and plant returns as necessary.
4. The preparation of interim and final accounts and of claims for additional payments and comply with any SCA requirements where applicable.
5. The programming of work and liaising as necessary with clients, subcontractors, suppliers, etc.
6. Verification of subcontractors' claims for payment.
7. Dealing with day-to-day industrial relation matters that arise.
8. To attend work outside normal hours in the event of emergencies or incidents occurring within the remit of TRS involvement in the safe management of the Trunk Road Services Network affecting the service area and to cover the geographic area of the South Wales Trunk Road Agent – Central Area.
9. To supervise and deputize for the supervisors in their duties where required.
10. To ensure that the Directorates' policies and practices regarding financial matters are strictly adhered to.
11. To identify, assist, and monitor workforce training and development.
12. To investigate and deal with complaints which may not have been resolved by the supervisors.
13. Carry out regular inspections to ensure that service requirements and specifications are being met.
14. To provide costings/quotations for any additional/new works or services.
15. To monitor the movement and repair/maintenance of all plant and transport and develop a replacement programme for such plant & transport in liaison with the Fleet Manager.
16. Review and co-ordinate Health and Safety policies and procedures relating to the service area.
17. Assist with compiling Risk Assessments and Method Statements in support of service delivery including assisting with the preparation and delivery of team briefings, toolbox talks, and inductions as required.
18. Assist TRS supervisors, Programme and Liaison Officer in the production of weekly 'look ahead/annual SCA programmes', setting TRS operatives targets to ensure site works are co-ordinated and projects are delivered safely and to programme in line with business needs and industry legislation.
19. To keep records and monitor employee attendance and sickness records.
