The Opportunity
In the role of Team Leader Structures, Drainage & Flood Risk Management (Assets & Policy), here’s an example of what you’ll be doing to make an impact:
We're looking for a Structures, Drainage & Flood Risk Management Team Leader to join our Assets and Policy team based at the Council House in Derby. This is a broad role in which you will take a lead in looking after the city’s crucial flood defence, drainage, and structural assets. To do this you'll be experienced in highway drainage and/or structures and bridges asset management with a well-developed working knowledge of the Code of Practice for Well Managed Highway Infrastructure. Prior working knowledge of highway drainage asset management, drainage design and site inspections would be advantageous. Similarly, experience of bridge asset management, design, evaluation, and inspections will also be highly desirable. As part of this role, you will also oversee the Council’s Lead Local Flood Authority (LLFA) duties and take a lead in the Council’s programme of flood defence funding through the Grant in Aid and Local Levy funding streams.
We acknowledge that candidates will be unlikely to have skills in all these areas and so we will look for strong expertise in one or more areas with a willingness and aptitude to develop into the other areas as required.
You will:
• have the skills and knowledge necessary to lead a team with a range of skills and provide clear direction, instruction, and guidance through effective performance management.
• the ability to recognise strengths, vulnerabilities, and motivations within a team. Inspiring skills development and embedding organisational change.
• have a strong track record of asset management, with an understanding of engineering and construction principles.
• experience of implementing maintenance and renewal strategies for all structure/drainage categories bridges and large culverts, small retaining walls, pumping stations, and highway drains.
• have an awareness of specialist software for asset management.
• attend callouts for the management of emergency incidents involving structures assets.
• experience or understanding of responding to major flood events.
• undertake scheme identification/option studies and other lifecycle advisory activities in relation to structures/drainage renewals.
• carry out whole life cost analysis including lifecycle planning, optimisation, and prioritisation of renewal schemes.
• have a working knowledge of some or all the legislation covering flood risk, drainage, and structures asset management.
• assist in collating information for effective performance measurement and controls.
• Experience or aptitude in working within a political and public facing organisation.
About You
To be successful in this role, you’ll ideally have...
We are looking for an experienced and highly motivated individual with strong leadership skills and engineering structures and drainage asset management experience with the ability to drive forward our priorities, build strong relationships with external and internal partners, and lead and develop our Assets and Policy team.
• You will have a relevant degree (or similar),
• A professional qualification such as Institute of Asset Management Certificate or Incorporated / Chartered status is beneficial but not essential.
• Working towards Professional Qualification, MICE, MCIWEM, MIAM, MIStructE, or similar.
• Knowledge and experience of highway bridge/drainage asset management and an understanding of bridge/drainage inspection and maintenance activities.
• Awareness of Sewers for Adoption, RWSC, DMRB and SHW.
• Understanding of Asset Management Systems, proficient in MS Excel.
• Current UK driving license.
