The Director of Operational Finance leads around 100 finance staff
to manage a budget of c. £4.2m with influence over a Trust-wide
revenue budget in excess of £1 billion and annual Capital budget of
c. £60 million. The NHS financial landscape is challenging and subject
to increasing scrutiny. This role will be integral to assuring Executive
colleagues, the Trust Board and our Integrated System partners that we
have grip and control, successfully navigating fiscal constraint.
Working with the Director of Strategic Finance, the integrity of core
processes and the financial framework will be assured so that the
financial information supplied is accurate and in accordance with
professional accounting standards. A continuous improvement mindset
will be welcomed, alongside professional curiosity to constructively
challenge ways of working and established views.
Main duties of the job
* Compassionate and supportive leadership, professionalising high quality and responsive outputs from the Financial Management, Capital, Financial Services and Charitable finance teams.
* Provision of sound financial expertise to support a quality accounting service in accordance with accounting and NHS standards.
* Robust governance arrangements for Finance and Procurement, with assurance in quality reporting.
* Optimised software solutions for enhanced efficiency and accuracy.
* Clear processes established for monitoring expenditure of annual and longer term plans.
* Strong leadership of statutory financial duties including the submission of the Annual Consolidated Accounts.
* Compliance and efficient development of a range of necessary procedures, controls and plans.
* Robust forecasting, regularly reviewed based on sound assumptions.
* Constructive membership of the ICS Director of Finance group across Derbyshire and Staffordshire and provision of a quality service to DCHS as part of Integrated System working.
* Deputising for the Chief Finance Officer when relevant.
