Job Description Manage all service activities within Transportation Section, including sustainable travel, school transport and pupil escort service, operational & commercial delivery of bus services, transport planning, development control, traffic management and road safety, and car parks functions. Requirements • Provide strategic and operational leadership for -sustainable travel - school transport and pupil escort service - direct delivery of demand responsive transport and timetabled bus services - transport planning &; strategy development - statutory functions relating to the Scottish Roadworks Register - traffic management - road safety - development management and standards - off-street car parks. • Maintain budgetary control, service standards, monitoring and review to ensure that financial and service targets are set and monitored. • Participate in the Regional Transport Partnership and act as the Permanent Adviser, supporting the Authority’s Board Member. • Liaison with external bodies, suppliers, consultants and developers in infrastructure development and the provision of transport services. • Member of the Environmental & Commercial Services Management Team and other internal and external working groups. • When necessary, deputise for the Head of Environmental & Commercial Services. The Individual Significant post qualification experience in relevant area of work. Relevant degree qualification, typically Civil Engineering, Transport Planning, or Transport Management. Relevant professional qualification, typically MICE, MIHT, MCILT. Excellent communication skills, with the ability to relate to a range of audiences. Strong customer service skills with the ability to promote and maintain customer service across the team. Effective management of budgets and resources. A working knowledge of Microsoft Word, Outlook, Internet Explorer and Excel. You will be expected to travel efficiently and effectively between various locations within and beyond Moray. Due to the rural nature of Moray this is undertaken by use of a car/van in some cases. Experience in delivering strategic objectives across a range of service areas. Skills related to service planning, needs assessment, business case development, consultation, option appraisal. Knowledge and ability to apply of the principles of project management. Knowledge of relevant legislation. Knowledge of Health & Safety legislation. Proven leadership and influential ability. Effective partnership working.
