Description Job Description Are you a dynamic individual who thrives in working in a fast-changing environment? The post of Supplier Management Lead sits within the Service Management team within the Corporate Hub. The Hub is the management layer for the new Oracle Cloud platform, offering HR, Finance and Purchasing capability for Scottish Government (SG) and 32 public sector customers. This role plays a pivotal role in managing the contract relationship with Oracle, as well as other key suppliers involved in ensuring the smooth running of this important corporate platform. You will collaborate with colleagues across DG Corporate to build an understanding of customer needs from a range of different suppliers, ensure value for money of the contracts managed by the team, build relationships with suppliers to ensure deliverables are met and challenge, where appropriate, to manage budgets in light of challenging financial environment. Responsibilities Responsibilities Manage the Oracle contract on an ongoing basis while building a comprehensive picture of current and projected contract spend, providing regular financial updates to the Directorate finance team and senior leaders, and ensuring value for money for the SG. Build and manage a licence management capability, ensuring value for money on licence usage across Scottish Government and its customer bodies. Provide challenge to any increase in licence usage, and work with the Sustainable Finance Lead within the Service Management team to report and challenge licence usage as part of the agreed Oracle Cloud commercial model. Lead on the management of Roles-Based Access Control (RBAC) Policy ensuring that roles creation with service owners aligns with licence management and support the communication and management of RBAC with users. Manage the IBM Support Contract, which is providing resource augmentation to Corporate Hub and Digital Operations and support the Vendor Management Lead in considering a new support contract and the exit management (if required) of this contract. Oversee a range of smaller contracts, including the Paygate Cloud contract, with potential expansion as additional contracts transition into the Corporate Hub's contract management service. Manage all contracts with suppliers, including preparing a systematic review timetable and conducting regular review meetings. Act as an escalation point for contractual issues, managing service claims and other compensatory matters as appropriate. Contribute to horizon scanning and intelligence gathering to identify changes in demand and customer service requirements, engaging with suppliers and colleagues across DG Corporate to enable responsive action, including supporting the onboarding of new customers and understanding contractual costs and impact on licences. Contribute to the review, updating and maintaining the Memorandums of Understanding and/or Data Sharing Agreements that SG has with some Delivery Bodies with special reference to the impact of the charging model on them. Qualifications Success Profile Success profiles are specific to each job and they include the mix of skills, experience and behaviours candidates will be assessed on. Experience: Experience in monitoring financial performance and budgets. Commercial experience in managing contracts, with a strong understanding of their operations and a focus on ensuring value for money. Experience in building and maintaining stakeholder relationships, with excellent communication, negotiation, and decision-making skills. Behaviours: Working together – Level 4.
